Kimley-Horn, Inc. October 2012
In October 2012 Kimley-Horn, Inc. completed the South Carroll Avenue Improvements Study which provided recommendations to the City for improving mobility along Carroll between Southlake
Boulevard (FM 1709) and Breeze Way. The purpose of the study was to identify existing traffic sources which at the time of the study included the Shops of Southlake and Old Union Elementary
School. The study was to include potential development for the commercial and residential sites and include the extension of Zena Rucker Road. These site have since then been developed
as Park Village and Winding Creek and Zena Rucker Road has been extended to intersect with South Carroll Avenue.

The study provided four various scenarios on how to improve mobility within this corridor. Scenario 3 was recommended to be implemented because of the minimal impact it would have to
the intersection of Southlake Boulevard and South Carroll Avenue while still maximizing access to the Shops of Southlake and Park Village. The scenario included modifications to the
medians along South Carroll Avenue from Southlake Boulevard to Zena Rucker Road, as well as a traffic signal at the intersection of South Carroll Avenue and Zena Rucker Road to reduce
delays and improve ingress and egress to the commercial developments. The results of the study were presented at the Southlake 2030 Mobility Master Plan Committee meeting on September
11, 2012.
