White's Chapel Blvd. We understand there is a city council meeting this evening and would like our opposition noted along with the other neighbors and concerned citizens. We live in the Timberlake subdivision at 601 Winding Creek Ct.; our home backs to the property located at 720 S. White's Chapel. When we purchased our home over ten years ago, we did so primarily because of the lot. We paid a premium for our home, above asking price, and felt that the overall property views were a big part of our home's value. Conversely, if this rezoning is approved, it is certain that our home values will suffer. The new owner of 720 S. White's Chapel has been very evasive and vague of his plans for that property, including a possible plan to build a bam that is very close to the fence line of both our home and our neighbors, Doug and Jill Sullivan at 603 Winding Creek Ct., who also oppose this plan. I'm certain you can understand why we vehemently oppose this bam and any plan the new owner has to "part out" that property into smaller homesites. Additionally, the grading of the property makes it a major flood risk as we have experienced flooding many times from both 720 and the neighboring property. Apparently this new owner does not have a flood plan nor does he plan to live in Southlake, but rather, Colleyville. Certainly not an individual who has Southlake's best interests in mind. We echo the same concerns of our fellow neighbors regarding preserving the beauty and signature of White's Chapel Blvd.. It would be a shame to'sell out' our city's unique features to someone looking to make a quick buck. It would be a shame to slowly but surely tum our beautiful town into yet another Plano or Frisco. The area of White Chapel and Continental is one of my favorites in Southlake as it is so picturesque and makes me feel if I am in the countryside. The area ranches and estates are what solidified my love of Southlake. I walk and bike frequently visiting the donkeys on 1709 next to my daughters orthodontist, stopping to say hi to the cows on Brumlow, or just driving by the horses on White Chapel. It is what makes Southlake special from the other suburban areas. Why would you, the champions and protectors of all that make Southlake special allow rezoning to occur on White Chapel? I am opposed to rezoning White Chapel estates for several reasons with the number one being traffic. I drive my high schooler each morning and the road is quite busy at that time of day. In fact there is fairly steady traffic all day long. Traffic and congestion would get far worse if you allowed the estates on White Chapel to get rezoned for multiple housing units. It won't just increase the traffic on White Chapel but on Continental as well, which is almost exclusively residential. In my 18 months here I have seen several constructions projects completed and with each one our traffic and congestion increases. Secondly I like the rural feel of this area and it is one of the reason I wanted to stay in this area when I purchased a home. You just can't find that anywhere else in the DFW area. And finally Carroll ISD can simply not handle the additional influx of students on this side of Southlake Blvd. My son at Eubanks is already in 2 classes that have 32 kids. The same thing is happening at Dawson and the high school level. Our district is already struggling with the affects of Chapter 41 (Robin Hood) and adding more residential development to this side of 1709 will not help. If you feel the need to do anything on White Chapel I would strongly support a sidewalk to 1709 and continuing to Bob Jones Park. We selected this community (as did many others) for its tranquil country feel as well as the schools and airport proximity — before simple Southlake became destination "SOUTHLAKE!" Early development, including the Town Square and professional. buildings along Southlake Boulevard benefited us all, completed with thoughtfulness and respect for the nature we love — sympathetic architecture set back from the road, with green space buffers and trees, and high standards for masonry and signage. One look at any of our newer commercial development tells long-term residents that situation has changed. While we appreciate the need and benefit of additional shopping and revenue sources for the city and its residents, one only needs to look at the new shopping center on the southwest corner of Carroll and 1709 as proof of the declining standards in Southlake commercial development. It is a sea of cement without green space, set as close to the road as possible, consisting of medium-size retail boxes without architectural merit, and just a step above any strip shopping center in Dallas. Unfortunately, dollars spoke louder than standards and that battle is lost. A critical element to the long-term strength of any community is its residential real estate, and this represents a key area where Southlake has continued to excel. South White Chapel has long been the iconic 'signature mile' of Southlake, with its landed estates and larger homes respecting our open country heritage, strikingly similar to Beverly Drive in Highland Park as a residential hallmark of the community. Unfortunately, while Highland Park would never entertain this type of rezoning on its signature estates, residential real estate is hot again here in Southlake, meaning developers are allowed to threaten even this iconic stretch of road. The proposed new zoning changes requests at multiple addresses along this road for various 'mini -developments' defy the intent of the original estate zoning established in post -agricultural Southlake planning, and will change this rural setting to something far less private and desirable than it currently is. Additionally, allowing multiple homes to be built on these estate properties will absolutely and negatively affect the property values in the existing neighborhoods, such as Princeton Park, where my family has resided since 1996. While I strongly believe the city should respect and maintain the original estate zoning requirements, I acknowledge that the existing property owners certainly have rights as well. Unfortunately, this is again a case of developers arriving to talk their way into a large one-time profit and depart, leaving some of us with decreased property value, increased congestion along White Chapel, and another less serene part of the city we have loved. I would respectfully request the city to protect zoning along Southlake's signature mile. However, if these zoning changes are allowed to proceed, please consider the negative lessons of ongoing development on 1709, and protect existing residents' interests as well as the rural beauty of Southlake. Home sites along South White Chapel should be at least 1.5-2 acres, set back significantly from the road. Hold developers to estate -level standards - significant masonry walls, considerable green spaces, and natural large-scale landscaping buffers between these properties and adjacent current neighborhoods, with ongoing maintenance required and financed by these new developments. Please don't let developers once again reduce the beauty and serenity of Southlake, take the money and run. Let the voices of residents and the highest commitment to preserving the `signature mile' and character of our town speak more loudly than developers before we lose another important part of Southlake.
