PROJECT: Site Plan for Malai Kitchen Covered Patio - Park Village
EXECUTIVE
SUMMARY: Malai Kitchen is requesting approval of a Site Plan for a covered patio at the Park
Village Development on property described as Lot 1, Block 1, Park Village, an addition
to the City of Southlake, Tarrant County, Texas, and located at 1035 E. Southlake
Blvd. Current Zoning: "S-P-1" Detailed Site Plan District. SPIN Neighborhood # 9.
REQUEST
DETAILS: City Council approved a Zoning Change and Site Plan for the Park Village
development on October 15, 2013 to allow construction of approximately 196,000
square feet of retail and restaurant development on approximately 22.48 acres at the
southwest corner of E. Southlake Blvd. and S. Carroll Ave. A condition of approval of
the Zoning Change and Site Plan was that all patio covers and structures come back
at a later date for Site Plan approval.
The applicant is requesting approval of a Site Plan to add an approximately 450 square
foot patio cover to the north side of Building O for Malai Kitchen. The dimensions of the
proposed covered patio are approximately 32' x 14'. The overall dimensions of the
outdoor patio including an uncovered portion are approximately 53'x 14'The structure
is proposed to be constructed of Douglas fir columns and beams with metal louvers
installed within the wood beams to protect the patio from sun and rain as necessary,
but to remain open as weather allows. A Douglas fir fence was originally proposed
around the patio. The Planning and Zoning Commission stipulated in their
recommendation for approval at the September 17, 2015 meeting that the fence
around the patio be constructed of a masonry material used on the exterior of the
building instead of wood. The applicant has revised the plans and renderings to show
the fence constructed of a cultured stone to match one of the existing materials used
on the shell building. The applicant has also provided additional renderings as
stipulated in the P&Z motion to show how the covered patio matches the interior style
of the restaurant.
VARIANCE
REQUEST: Zoning Ordinance No. 480, Section 43.9.c.1.e requires exposed structural support
columns to be constructed of or clad in the same masonry material as the principal
structure. The applicant is requesting a variance to allow Douglas fir wood columns
as depicted on the elevations and renderings.

District to"S-P-2" Generalized Site Plan District for Southlake Park Village that
included approximately 217,000 square feet of retail development and a
parking garage was approved by the Planning and Zoning Commission on
November 8, 2012 and approved by City Council at 1St reading December 4,
2012. The case was withdrawn prior to a 2nd reading at Council.
-A Preliminary Plat(ZA12-091)for Southlake Park Village was approved by the
Planning and Zoning Commission on November 8, 2012. The case was
withdrawn before moving forward to City Council.
- A Zoning Change and Site Plan (ZA13-060) from "S-P-2" Generalized Site
Plan District and "AG"Agricultural District to"S-P-1" Detailed Site Plan District
for Park Village was approved October 15, 2013.
- A Preliminary Plat (ZA13-061) for Lot 1, Block 1 and Lot 1, Block 2, Park
Village was approved October 15, 2013.

PLANNING AND ZONING
COMMISSION ACTION: September 17, 2015; Approved (5-1) subject to the staff report dated
September 11, 2015 and Site Plan Review Summary No. 2 dated September
11, 2015, specifically granting the variance noted in the staff report with
respect to exclusion of masonry materials, however, noting the applicant's
willingness that upon 1St reading at City Council to replace the wooden fence
along the perimeter of the patio with consistent masonry like materials as the
exterior of the building inclusive of the three exposed columns noted in the
elevations that are visible from the exterior of the patio up to the height of the
exterior wall and to provide photos of the interior to give better context to the
style.

To whom it may concern:
Please accept this application for changes to the cite plan for the construction of Malai Kitchen at 1161 E. Southlake
Blvd, Ste 220 in Southlake,TX.We are proposing the following patio half wall and structure to be built on the
exterior of our space in Park Village.The interior building plans for Malai Kitchen in Southlake were submitted to the
City of Southlake for permit on June 12th, 2015, and was stamped for building permit on September 8th.This
amendment increases the size of the previously designated patio space by 129 sq.ft., as well as the elevation view
of the building which will be enhanced by the attached structure.
We will be requiring a variance to get this fully approved as drawn because we propose the use of Douglas fir wood
beams and posts.All wood will be sanded and stained to the highest workmanship in the colors depicted here.We
are asking for the use of the wood because the beams and warm wood construction is the basis of our intricately
designed interior, and we hope to achieve the same with our patio.There will also be state-of-the-art metal louvers
installed within the wooden beams to help allow flexibility to shade the patio from sun and rain as necessary,while
still open as weather allows.These louvers are a signature item to our brand in our other location and have been
very successful in both form and function. Finally,we have updated our plans with this submission to include a
masonry half wall defining the perimeter of our patio which will match the exterior of the building that the
restaurant is located.

09/11/15 AND WE OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY
MADE CONDITIONS OF SITE PLAN APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY

1. ADA accessibility regulations require a minimum clearance of 36" on the sidewalk adjacent to the
patio. The fire lane is dimensioned at 23' on the Site Plan and a width of 24' is required. Please
make sure that the exact physical location of the fire lane is determined and that that location is
reflected on the site plan (sheet AS100). A note has been added to the Site Plan to field verify the
distance between the building and the planters. The dimensions of the patio will have to be
reduced to maintain the required 36" of clearance if the distance shown from the building to the
planters is inaccurate on the plan. There is also a large expansion joint that is right next to the
planters on the fire lane side, so please verify that it will not jeopardize compliance with ADA
accessibility requirements. A later change of the plans to provide adequate clearance may result in
the plans having to go back to P&Z and Council for approval of a revised site plan.
2. The property is in the Corridor Overlay Zone, which requires all exposed columns to be
constructed of, or clad in, the same masonry material as the principal structure. A variance has
been requested to allow the wood columns as shown on the elevations and renderings.

GENERAL COMMENTS:
If the patio area has the ability to have a closed roof system, due to the motorized louvers, the
automatic sprinkler system must be extended to the patio area for proper coverage.
General Informational Comments
No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
All mechanical equipment must be screened of view from right-of-ways and residential properties
in accordance with the Zoning Ordinance No. 480, as amended.
All lighting must comply with the Lighting Ordinance No. 693, as amended. The string lights were
approved with the S-P-1 zoning for the village, or living room, area of the project.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment
Control Ordinance No. 946, as amended.
Development must comply with all requirements in Zoning Ordinance No. 480, Section 43, Overlay
Zones.
The applicant should be aware that prior to issuance of a building permit, a fully corrected site
