PROJECT: Specific Use Permit for Camp Bow Wow
EXECUTIVE
SUMMARY: Amy and Cara Petrie are requesting approval of a specific use permit for Camp
Bow Wow on property described as Lot 2R, Block B, Commerce Business Park
Addition, an addition to the City of Southlake, Tarrant County, Texas and being
located at 280 Commerce Street, Suite 100, Southlake, Texas. Current Zoning: "S-
P-1" Detailed Site Plan District. SPIN Neighborhood # 8.
REQUEST: The applicants are requesting approval of a specific use permit to allow "kennels"
for Camp Bow Wow located at the existing 280 Sports Complex, occupying
approximately 7,100 square feet of indoor camp and approximately 800 square
feet of outdoor play yards. Zoning Ordinance No. 480, as amended, defines kennel
as a commercial establishment in which dogs, cats, or domesticated animals are
housed, boarded, groomed, bred, trained, or sold all for a fee or compensation.
The applicants are proposing to limit their business to the care and keeping of
dogs only; offering indoor overnight boarding, day care, grooming and training with
a maximum boarding capacity of approximately 85 dogs.
The facility is proposed to be open 365 days a year. Operating hours are 7 am — 7
pm weekdays and 8 am — 11 am and 4 pm — 7 pm on weekends and holidays.
Complete facility details have been provided by the applicant and are included in
Attachment `C' of this report.
On September 17, 2015, the Planning & Zoning Commission voted 3-3 on this
item. The tie vote results in neither a recommendation to approve or deny the
proposed specific use permit. The applicant has requested to move forward for
City Council consideration.

with retail furniture sales. (ZA95-077)
- Amended Plat was approved in November 2001.
- A Zoning Change and Site Plan for S-P-1 zoning was approved
October 2, 2007 to allow limited "I-1" light industrial uses and
regulations with the indoor sports/entrainment activities and training
with ancillary supporting retail services as depicted in the

- On February 17, 2009 the City Council approved a Zoning
Change and Site Plan to include a preschool and kindergarten use.

General Camp Operations
• Staffed from 7:00 AM to 7:00 PM with Certified Camp Counselors°on site
during business hours maintaining all State & Federal standards.
• Day Camp is offered weekdays&weekends. Other services include indoor
boarding, training,grooming and retail for purchase (pet-related supplies).
• Overnight boarding dogs are housed in individual indoor secured cabins when
staff is not present. Camp Bow Wow does not have indoor/outdoor runs and
all overnight boarding is within an enclosed facility.
• All of our Camps have multiple indoor and outdoor play areas where dogs
staying for daycare and boarding play. The outdoor play areas are used for
relief and fresh air as needed. Staff is present at all times when dogs are
outside.
• Recording video cameras(Camper Cams) are on 24 hours a day and are
monitored by staff. The cams can be accessed by pet guardians and staff via
the internet or smart phone devices.

Proposed Southlake Site Details
• Occupy Suite 100 of the 280 Sports Complex, approximately 7,100 square feet
of indoor camp and approximately 800 square feet of outdoor play yards.
• 60 Indoor Boarding Cabins and 5 Luxury Suites.
• Open 365 days a year. Operating hours are 7am-7pm on weekdays and
8am-11am and 4pm-7pm on weekends and holidays.
• Maximum boarding capacity of approximately 85 dogs. This number can vary
slightly based on how many multi-dog families are boarding at any particular
time and if those dogs are sharing a cabin or in separate cabins.
• Day Camp dogs arrive in the morning and leave prior to closing. Day Camp
attendance typically ranges from between 25 and 60 dogs.
• All dogs attending Camp are separated into play groups by size and
temperament.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
KENNEL ON PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS,
LOCATED AT 280 COMMERCE STREET, SUITE 100, BEING LEGALLY
DESCRIBED AS LOT 2R, BLOCK B, COMMERCE BUSINESS PARK,
MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND
AS DEPICTED ON THE APPROVED SITE EXHIBIT ATTACHED
HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a kennel has been requested by a person or corporation
having a proprietary interest in the property zoned as "S-P-1" Detailed Site Plan District; and,
WHEREAS, in accordance with the requirements of Section 45.1(15) of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested and
situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a kennel on property located at 280 Commerce Street, Suite
100, being legally described as Lot 2R, Block B, Commerce Business Park, an addition to the City of
Southlake, Tarrant County, Texas, according to the plat recorded in Cabinet A, Slide 7211, Plat Records,
Tarrant County, Texas, more fully and completely described in Exhibit "A", and as depicted on the
approved Site Exhibit attached hereto and incorporated herein as Exhibit "B" and providing an effective
date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions set
forth herein. The following specific requirements and special conditions shall be applicable to the
granting of this Specific Use Permit:
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
