Subject: Renew an Interlocal Agreement with Tarrant County for the
construction of Brumlow Avenue improvements in the amount
of $200,000
Action
Requested: Renew an Interlocal Agreement with Tarrant County for the
construction of Brumlow Avenue improvements in the amount of
$200,000.
Background
Information: The Brumlow Avenue Improvements project includes the widening
of approximately 1,400 linear feet of the existing roadway north of
State Highway 26 (SH 26). The improvements on SH 26 at Pool
Road in Grapevine will include dual left turn lanes from SH 26 onto
Brumlow Avenue, as well as two (2) through lanes northbound on
Pool Road into Southlake. These improvements will provide the
necessary transition needed to accommodate the proposed traffic
patterns into Southlake. Two lanes of traffic (one lane in each
direction) are proposed to be opened throughout construction.
This is a combined effort between the City of Southlake and Tarrant
County. The City and the County entered into an Inter local
Agreement (ILA) on March 2014. The Inter local agreement outlines
the provisions in which Tarrant County will reimburse the City of
Southlake $200,000 for the construction of the improvements. It
was renewed on February 18, 2014 for a period of one year. This
item is to approve another extension of the ILA set to expire in
September 2016.
The construction contract was awarded to Pavecon Public Works
LP with a bid amount of $646,708.25. The construction began in
August 2015 and is anticipated to be completed by Spring 2016.
Financial
Considerations: Tarrant County will be contributing $200,000 to the construction
costs associated with this project. To date, the City has spent
$176,000 on engineering design, fence and irrigation relocation
expenses.
Strategic Link: The Brumlow Avenue Improvements link to the City's strategy map
relative to the corporate focus areas of Infrastructure and Mobility
by investing to provide and maintain high quality public assets.
This item also is tied to the Critical Business Outcome CB05:
Optimize resources through collaboration and partnerships to
reduce costs and add service value.

COUNTY OF TARRANT § Project: Brumlow Avenue
BACKGROUND
1. Tarrant County ("COUNTY') and the City of Southlake ("CITY`) entered
into an Interlocal Agreement approved by Tarrant County Commissioners
Court Order No. 117276, for the cooperative funding of improvements to
Brumlow Avenue ("Project`) as described in the 2006 Tarrant County
Bond Program.
2. The COUNTY and CITY renewed that Interlocal Agreement on November
4, 2014, under Tarrant County Commissioners Court Order No. 118917.
3. The Project is incomplete and the parties desire to renew the Interlocal
Agreement for the 2016 Fiscal Year.
Therefore, the COUNTY and CITY agree to the following:
I. The COUNTY and the CITY renew the Interlocal Agreement for the
COUNTYs 2016 Fiscal Year, with the Interlocal Agreement expiring
September 30, 2016, or upon completion of the Project as determined by
the COUNTY, whichever occurs sooner.
2. The COUNTY and CITY agree to the revised payment schedules attached
to this Second Renewal.
3. All terms and conditions of the original Interlocal Agreement and
subsequent amendments remain in effect except to the extent modified
by this Second Renewal.

COUNTY payments by completed phase are contingent upon the COUNTY'S
reasonable determination that the work regarding the project phase for which payment
is expected is successfully completed, as determined by the COUNTY. COUNTY
plans to issue debt for all phases of this project, therefore payment remains contingent
on debt issuance in accordance with applicable law.
Once Construction commences, COUNTY payment shall be made by fiscal quarter
prorated over the life of the construction but contingent upon reasonable progress in
construction as may be determined by the COUNTY.
