A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING EVENT FOR PKD WALK AND 5K RUN EVENT
ON PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS,
LOCATED NEAR THE NORTHEAST CORNER OF THE
INTERSECTION OF EAST SOUTHLAKE BOULEVARD AND NORTH
CARROLL AVENUE, BEING DESCRIBED AS SOUTHLAKE TOWN
SQUARE, PHASES I AND IV, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE
APPROVED SITE EXHIBIT ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering event has been requested by a
person or corporation having a proprietary interest in the property zoned as "DT" Downtown District;
and,
WHEREAS, in accordance with the requirements of Section 45.1 (36) of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested
and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering event on property located near
the northeast corner of the intersection of East Southlake Boulevard and North Carroll Avenue, being
described as Southlake Town Square, Phases I and IV, an addition to the City of Southlake, Tarrant
County, Texas, according to the plats recorded in Cabinet `A', Slides 4892 and 10949-52 Plat
Records, Tarrant County, Texas, more fully and completely described in Exhibit "A", and as depicted
on the approved Site Exhibit attached hereto and incorporated herein as Exhibit "B" and

providing an effective date, subject to the provisions contained in the comprehensive zoning
ordinance and the restrictions set forth herein. The following specific requirements and special
conditions shall be applicable to the granting of this Specific Use Permit:
August 18, 2015; Approved (7-0) subject to the Staff Report dated August 11, 2015 with
the following:
• approval is granted for a five (5) year period; (SUP will expire following the
September 2019 event)
• event will be held annually mid to late September unless the scope of the event
changes, as interpreted by the Planning & Zoning Development Services
Director, at which point a new SUP will be required.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.

Planning and Development Services
To whom it may concern;
The Walk for PKD and 5K Run for PKD will be held Sept. 19 at Southlake Town Square. This Walk and
Run is a non-profit fundraiser designated to raise money for research to find a cure for Polycystic Kidney
Disease. We have held the Walk for PKD in Town Square every September since 2004. The SK Run was
added three years ago. This event brings PKD families and friends to Southlake from all across North
Texas to, from Abilene to Longview, and is one of 60 Walks for PKD held around the country,
Event Information:
We draw about 700 people for this event. Set-up begins at 6 a.m. in Rustin Park. The event is over by
11 a.m.
1. The first event Is the SK Run which begins and ends on State Street in front of Soft Surroundings.
(See SK Run Map)
2. The 2 a event is the Chil&en's Walk which walks on the sidewalk from Fountain Place, north
along State Street, East across Civic Place, and South on Grand Ave. to Fountain Place. (See
Children's Walk Map).
3. The third event is the Walk for PKD. (See Walk Map)
4. We work closely with Southlake IFPS for both the 5K Run and the Walk.
S. Portable Restrooms are available west side of Park.
b. Booths are set up in the Park for event sponsors.
7. The Southlake and Colleyville Lion's Clubs serve a free pancake breakfast.
8. No alcohol is served.
9. Civic plats is closed for during event for Run and Walk Regist.ration.
10, Fountain Place is closed between Grand Avenue and State Street during event.
11. Rustin Pavilion will be used for the MC, the DJ and awards ceremonies.
