The Work Session was called to order by Mayor Hill at 5:30 p.m.
2. INVOCATION
David Boxerman gave the invocation. Mayor Hill led the pledge of allegiance to the
United States and Texas Flags.
3. LOCAL BUSINESS REPORT
Director of Economic Development and Tourism Shannon Hamons introduced Yeli
Marshall with Yelibelly Chocolates. Ms. Marshall provided a description of the services
provided, hours of operation, and location of business.

Mayor Hill presented a proclamation in to Boy Scout Troop No. 168 and thanked them
for five years of dedication and service to the Southlake community by placing flags
around Family Park in Southlake Town Square on designated days. Scoutmaster
Hector Reyes thanked the Mayor and City for this honor.

1. CALL TO ORDER
The Regular Session of the City Council was called to order by Mayor Hill at 5:44 p.m.
2A. EXECUTIVE SESSION
Mayor Hill announced that City Council would be going into Executive Session pursuant
to the Texas Government Code, Section 551.071, consultation with city attorney,
Section 551.072, deliberation regarding real property, and Section 551.087, deliberation
regarding economic development negotiations. City Council adjourned for Executive
Session at 5:44 p.m. Executive Session began at 5:56 p.m. and concluded at 7:10 p.m.
2B. RECONVENE
Mayor Hill reconvened the meeting at 7:16 p.m. Mayor Hill asked if any action was
necessary from Executive Session.
Motion was made to direct the City Manager to enter into a Memorandum of
Understanding as discussed in the executive session.

August 25, 2015 and the Revised Site Plan Review Summary No. 2, dated August 17,
2015 with the following stipulations:
Granting the variance request of driveway spacing of approximately 169 feet
from Brock Drive and approximately 70 feet from the existing driveway into the
residential property to the east;
approving the revised elevations presented this evening which show the
extension of the masonry of the 1709 north side and the Brock Drive east side;
noting the zoning change and site plan approval is subject to the applicant
successfully obtaining the appropriate TXDOT permit with the understanding that
if a permit is not approved, the applicant is required to rezone the property
showing alternate access;
noting the approval is subject to revised site plan and landscape plan indicating a
drive connection to the east property line;
and, noting that Council is aware that the master plan (Southlake 2030 Plan)
calls for a single family development and that this rezoning request would be
inconsistent with this classification, however, the site has a unique configuration
that would allow this specific development to go forward only if the TXDOT
access is approved and, therefore, the approval of this rezoning should be
approved without the need of a master plan amendment.

Senior Director of Planning and Development Services Ken Baker presented item and
was available to answer questions from Council.
Applicant Kosse Maykus .
Director of Public Works Bob Price addressed questions regarding sidewalks. Fire Chief
Mike Starr addressed questions regarding access to the residences in the cul-de-sac.
Although this item was not a public hearing, Mayor Hill allowed anyone wishing to speak
on the item the opportunity to do so.
First, Mayor Hill read the following names into the record from persons not wanting to
speak but registering opposition:
Judy Wright, 1004 Shady Lane, Southlake, Texas;
Marianne McAllister, 1008 Shady Lane, Southlake, Texas;

A motion was made to approve ZA15-079, Preliminary Plat for Shady Lane on property
described as Tracts 5C1, 5E1, 5E and 5D2C, Samuel Freeman Survey, Abstract No.
525, City of Southlake, Tarrant County, Texas and located at 853, 909, 1001 and 1015
Shady Lane subject to Staff Report dated August 25, 2015 and Revised Plat Review
Summary No. 3, dated September 1, 2015 and granting the following variances: double-
fronted lots Lots 2, 3, and 15; and a cul de sac length of 120 feet instead of 150 feet
as required.
