Community partnerships tie into the City’s strategy through the focus area of partnerships and volunteerism. The agreements promote opportunities for partnership and volunteerism, and
enable the city to collaborate with select partners to implement service solutions.

Southlake Sister Cities
Southlake Historical Society
Tonight, staff is requesting City Council approval to renew Community Services Agreements with APEX, Arts Council Northeast, SSC and SHS. Agreements are for three year terms from October
1, 2015 – September 30, 2018.

Partnerships w/ non-profit Community organizations to provide programs & services
No personnel or capital investments required

Background
The City partners with various non-profit organizations to provide social, educational, economic and cultural programs and services for Southlake citizens and businesses. These partnerships
allow the City to provide certain services to the community without having to fund additional personnel and capital investments, as well as the ongoing administrative and operational
expenses these services would require. The agreements are standardized, and were developed by City Council and Staff in 2011. The next four slides will provide a summary of services
for each of the organizations.

APEX
APEX’s mission is to enhance appreciation and participation in music and dance, as well as literary, visual and theatrical arts in the region. They will accomplish this by providing
twelve free professional programs, three educational programs and three community arts related events each year through the term of the agreement.

Perform
a minimum of 8 concert events to the public
Arts Council NorthEast
Arts Council Northeast supports, encourages and facilitates artistic cultural opportunities including arts related programs and classes, youth summer art programs, community cultural
events and educational programs. Arts Council also provides information and assistance to artists, other arts organizations and the general public.
The popular MasterWorks Music Series
is also offered through the City’s partnership with Arts Council Northeast.
Promote peace through mutual respect, understanding, and cooperation – one individual, one community at a time.
Official liaison to Southlake’s Sister/Friendship Cities
Annual exchange

Southlake Sister Cities
Southlake Sister Cities will act as the official liaison between Southlake’s sister cities and friendship cities, will host visitors from the sister cities and friendship cities, promote
the sister cities program and represent Southlake on exchange trips.
Promote the preservation, understanding, and appreciation of Southlake’s history

Southlake historical society
Southlake Historical Society provides educational and motivational programs to improve the understanding of items, places and persons of historical significance in and around Southlake.
The organization acts as the local historical society for Southlake and is dedicated to archiving historical materials, gathering oral history, assisting in historical research and
developing historical programs for teachers and students.
Proposed FY 2016 Funding:
APEX Arts League $ 5,000
Arts Council Northeast $ 22,000
Southlake Sister Cities $ 7,500

Financial considerations
Funding for each Community Services Agreement is included in the proposed FY 2016 annual budget, and will also be included in subsequent budget proposals as required by the term for
each agreement.
$8,000 to APEX Arts League
$22,000 to Arts Council Northeast
$7,500 to Southlake Sister Cities (Increased in 2013)
City funds were not allocated to the Southlake Historical
Society.
The total amount allocated for the proposed agreements for FY 2016 is $37,500, which represents no increase from the previous agreement amounts.
Funding for the renewal
agreements remained the same as the previous agreement.

Community organizations reviewed agreement
Southlake Arts Council recommended approval of the APEX and Arts Council North East agreements on August 4, 2015
Board review
Each of the community services organizations have reviewed their agreement, and the Southlake Arts Council has recommended approval of both art agreements—APEX and Arts Council North
East—at their August 4th meeting.
