Vice Chair Chad Patton; and Board Members Mitch Hill, Lori Palmer, Miguel Salinas
(appointed 8/4/15) and Paul Venesky
PARKS AND RECREATION BOARD MEMBERS ABSENT: Secretary France Scharli

Community Services Kate Meacham and Recreation Superintendent Steve Moore
1. CALL TO ORDER
Chairman Wasserman called the meeting of the Parks and Recreation Board to order at
6:00 p.m.
2. MAYOR REMARKS
Mayor Laura Hill commended the Board for their service and spoke briefly about the importance
of the Southlake 2030 Plan; sharing City information with neighbors and friends; being engaged
in the community by participating; and the purpose of a recently appointed sports league task
force.
3. CONSENT AGENDA
Consent Agenda items are considered to be routine by the Board and are enacted with
one motion.
3A. APPROVAL OF THE MINUTES FROM THE JUNE 8, 2015 REGULAR PARKS AND
RECREATION BOARD MEETING.
There were no corrections to the June 8, 2015 Park Board meeting minutes.
3B. ABSENCE OF PARKS AND RECREATION BOARD MEMBERS
The Board considered the absence of Park Board members Chad Patton, France
Scharli and Paul Venesky from the June 8, 2015 meeting.

A motion was made to approve the Consent Agenda as presented including approval of
the minutes of the June 8, 2015 regular meeting and absence of board members
Patton, Scharli and Venesky.

Nays: None
Abstain: Patton, Salinas, Venesky (Patton and Venesky were absent 6/8/15;
Salina appointed to Park Board 8/4/15)
Vote: 3-0-3
Motion Carried.
New Park Board member Miguel Salinas was introduced and welcomed to the Park
Board.
4. PUBLIC FORUM
Chairman Wasserman acknowledged public forum. There being no one to speak,
Chairman Wasserman moved to the next agenda item.
5. DISCUSSION
5A. SOUTHLAKE YOUTH ATHLETIC ASSOCIATIONS REPORTS
Deputy Director Kate Meacham presented the youth athletic associations Dashboard
statistics reports by association and responded to Board questions. Director Chris
Tribble and Recreation Superintendent Steve Moore also responded to questions.
Representatives from Southlake's youth athletic associations were present to address
the Board.
Melissa Edwards, Grapevine-Southlake Soccer Association representative, 3409 Knob
Oak, Grapevine, spoke about field assignments, user fees and responded to Board
questions.
Scott Smith, vice president, Dragon Youth Baseball Association (previously known as
Southlake Baseball Association), 202 Bob -O -Link Drive, Southlake, presented the
league's mission and provided a summary of their participation numbers, officer
appointments, past, current and future projects, proposed capital improvements and
accomplishments. The Board suggested the association may wish to upgrade to a
software app that may provide greater communication for parents, coaches and players.
Andrew Purcell, president, Dragon Youth Football Association representative, 715
Longford Drive, Southlake, presented field usage information and their need for more

practice and game field opportunities. The Board recommended the association submit
a field utilization analysis to the City so that field opportunities could be researched.
Greg Zenoble, president, Southlake Girls Softball Association, 1026 Alamo Drive,
Southlake, spoke about the select program, growth and operations of the rec program,
tournaments, participation fluctuations, current and future programs and officer
changes.
Matt Deno, president, Southlake Carroll Lacrosse Association, 1403 McCrae Trail,
Southlake, presented information about the growth and development of the program,
the association's membership and officers, goals and objectives, changes in the
association such as boxed lacrosse, the association's wish list including a request for an
FUA for the roller rink, adding Plexiglas and a cover to the rink, and having one turf field
at CIS. SCLA currently isn't using Carroll Intermediate School fields which may present
an opportunity for Dragon Youth Football. Since fall 2014, the number of high school
players are included in the participation figures.
The next dashboard reports will be presented at the February 2016 Park Board
meeting. The athletic association's presentations will be in August 2016.
513. CONSTRUCTION MANAGEMENT REPORT
Director Chris Tribble presented the monthly Construction Management Report and
responded to questions from the Board.
In view of comments from the athletic association's representatives during Item 5A
regarding field needs and usage, Park Board members expressed the desire to have a
discussion concerning that topic to optimize the benefit of the City's fields for all of the
athletic associations, particularly for the Dragon Football Association at this time. That
discussion may be facilitated with the mayor's sports league task force.
5C. PARKS & RECREATION UPDATE
Deputy Director Kate Meacham reviewed the Community Events Schedule included in
the meeting packet and responded to questions from the Board.
