Item 4B M E M O R A N D U M August 26, 2015 To: Shana Yelverton, City Manager From: Chris Tribble, Director of Community Services Subject:Amend the Design Services Agreement with Barker Rinker Seacat Architecture to complete design services for The Marq Southlake Phase 2 and to include design services for the Southlake Tennis Center Improvements for an amount not to exceed $2,700,000. Action Requested: City Council approval to amend the designservices agreement with Barker Rinker Seacat Architecture (BRS) to complete the design services for The Marq Southlake Phase 2 and to include design services for the Southlake Tennis Center(STC)improvements as detailed within the Southlake 2030 Parks, Recreation & Open Space/Community Facilities Master Plan for an amount not to exceed $2,700,000. Background Information: As per the direction of the City Council on June 11, 2013, staff developed anarchitectural/engineering design services agreement with BRSfor the Community Recreation Center project. On August 6, 2013,staff presented twooptions for the development of the Community Recreation Center. Option A Design Entire Facility&Construct Phase 1 Hold May 2015 Election Construct Phase2(if voters approve) Option B Full Design(Phase1)&Schematic Design (Phase2)and Construct Phase 1 Hold May 2015 Election Design & Construct Phase 2 (ifvotersapprove City of Southlake Values: Shana Yelverton, City Manager Meeting Date –September 1, 2015 Page 2of 5 The City Council chose to approvethe Design Services Agreement with BRS for complete design for Phase 1 and Schematic Design for Phase 2of the Community Recreation Center project. The scope of the original agreement is complete with the exception of the Construction Administration phase that will wrap up in mid-December 2015 with the completion of Phase 1: Schematic Design Phase 1 andPhase 2 (Complete) Design Development Phase 1 (Complete) Construction Documents Phase 1 (Complete) Construction Administration Phase 1 (Underway) As noted above, the original design services agreement included Schematic Design (i.e., the first level of design) for Phase 2. Thisitem, presented for consideration by the City Councilis to approve an amendment to thecurrent designservices agreementwith BRSto complete the design services for The Marq Southlake Phase 2 and to include design services for the Southlake Tennis Center improvements as detailed within the Southlake 2030 Parks, Recreation & Open Space/Community Facilities Master Plan. Staff recommends adding the tennis center component to carry forward the architectural design of The Marq to the new tennis center building also located within Bicentennial Park. The general scope of the amended Design Services Agreementincludes: Schematic Design for STCImprovements Design Development for The Marq Phase 2& STC Construction Documents for The Marq Phase 2 & STC Construction Administration for The Marq Phase 2 & STC City of Southlake Values: Shana Yelverton, City Manager Meeting Date –September 1, 2015 Page 3of 5 The current anticipated design and construction schedule for the project is as follows: Sept 2015 –Sept 2016Design(STC/The Marq Phase 2) Sept 2016 –July 2017Construction (STC) Sept 2016 –Dec 2017Construction (The Marq Phase 2) Financial Consideration: The Marq Phase 2 Funding in the amount of$2,000,000 is currently allocated with the FY 2015 General Fund CIP Capital Budget for The Marq Southlake Phase 2. On May 9, 2015,Southlake voters approved the adoption of a Type A economic development corporation to build Phase 2 of The Marq Southlake.The “Community Enhancement & Development Corporation” will be the primary funding source fortheconstruction of the facility. The proposed design services fee for The Marq Phase 2 is $2,042,196. Tennis CenterImprovements Funding in the amount of $385,000 is currently allocated within the FY 2015 SPDC CIPCapital Budgetfor Bicentennial Park Phase 3 Improvements which includes the Southlake Tennis Centerimprovements. On August 6, 2015, as part of the FY 2016 budget process, the Parks & Recreation Board and SPDC both recommended that $116,529, which was originally allocated for the Safety Town Park Development project,be reallocatedto the Bicentennial Park Phase 3 Improvements projectwithin the Proposed FY 2016-2020 SPDC Capital Improvement Program. The Parks & Recreation Board and SPDC also recommendedthe FY 2016-2020 SPDC Capital Improvement Program and FY 2016 SPDC Capital Budget City of Southlake Values: Shana Yelverton, City Manager Meeting Date –September 1, 2015 Page 4of 5 which includes $3,000,000 for the Bicentennial Park Phase 3 Improvements project. The $116,529 reallocation and the proposed $3,000,000 for Bicentennial Park Phase 3 will be considered by the City Council as part ofthe budget adoption process on September 1, 2015 and September 15, 2015. If approved, the funding available for thetennis center improvements proposed within the Bicentennial Park Phase 3 project will total $3,116,529 for FY 2016. The design services fee for the Tennis Center Improvements is $642,562 The proposed amendment to the designservices agreement with BRS to completethe design services for The Marq Southlake Phase 2 and to include design services for the Southlake Tennis Center improvementsis for a total amount not to exceed $2,700,000. At their Joint Meeting on August 6, 2015, both the Parks & Recreation Board (4-0) and SPDC (6-0) recommended approval of the Proposed FY 2016-2020 SPDC Capital Improvement Program and FY 2016 SPDC Capital Budget as presented with an amendment to move $116,529 from City of Southlake Values: Shana Yelverton, City Manager Meeting Date –September 1, 2015 Page 5of 5 the prior year’s budget for Safety Town to Bicentennial Park Phase 3. On September 1, 2015, the SPDC will consider the amendment tothe designservices agreement with BRSto complete the design services for the Southlake Tennis Center improvements.
