The applicant is seeking approval of a zoning change to RPUD and a development plan (6E) and a preliminary plat (6F) to allow an 8 residential lot subdivision with 2 open space lots
subdivision with base SF-20 zoning on 5.8 acres.

Proposed Matthews Court
This is an aerial of the site - the subject property is highlighted by the black line. As mentioned last meeting the City has a CIP project to install a culvert and headwalls to allow
the crossing of the roadway and will construct Zena Rucker

Medium Density Residential
Current land use designation is medium density. The Medium Density Residential category is suitable for any single-family detached residential development. Other suitable activities
are those permitted in the Public Parks/Open Space and Public/SemiPublic categories previously discussed.

This is the proposed development plan. All lots are shown greater than 20,000 square feet. There are two open space lots labeled 10 x (.363 acres) and 9x (.257 acres). The ROW is 40’.
The culdesac has 50.5 radius (pavement). The open space will have tree plantings and landscape and the required 8’ sidewalk will located in the open space. There will be a masonry
wall that separates the subdivision lots from the open space lots but as we will see on the next slide the applicant provides pedestrian access from the residential to opens lots.

As part of the Preliminary Plat Application the applicant has included a Pedestrian Access Plan. This plan indicates a continuation of the existing 8 foot hike & bike trail on the south
side of Zena Rucker Road, which was designed to connect with the future trail to the east and the west. The applicant also shows a 4 foot proposed sidewalk to be constructed along the
perimeter of proposed Matthews Court road, which will connect to the 8 foot hike and bike trail north of the subdivision.

This is the open space plan. The open space lot will have a mixture of new and existing trees and ground cover. The applicant has provided the City an open space master plan which
is provided in the packet.

Tree Conservation PLan
Each new home will be required to plant
24 caliper inches of shade trees/ 2
understory trees.
There is approximately 39.8% tree canopy coverage, and the applicant is proposing to preserve as much as 54.3% of that tree cover. There is approximately 8.8% of that cover that is marginal
and could potentially be removed.
