Item 4E Amendment to the Zoning Ordinance No. 480, as Amended, to Provide Provisions For Electric Vehicle Fueling Stations Item 4E – Ord. No. 480-TTTT 1 Ordinance No. 480-TTTT Definitions Electric Vehicle Charging Space Electric Vehicle Supply Equipment Permitted Accessory Residential Non-Residential Specific Use Permit Non-Residential Ordinance 480-TTTT proposes establishing definitions for Electric Vehicle Charging Spaces and Electric Vehicle Supply Equipment; establishes criteria for Charging Spaces that will be permitted as an accessory use by right and criteria for the spaces that will require approval of a Specific Use Permit. 2 Ordinance No. 480-TTTT Definitions Electric Vehicle Charging Space Electric Vehicle Supply Equipment Level 1: Charging through 120 volt Level 2: Charging between 120 volt and 240 volt Level 3/Rapid Charge: Charging through single phase voltage or current higher than level 2 three-phase power charging or inductive charging ELECTRIC VEHICLE CHARGING SPACE (EVCS) – A public or private parking space that is served by equipment for charging an electric vehicle or a plug-in hybrid electric vehicle. ELECTRIC VEHICLE SUPPLY EQUIPMENT (EVSE) – The electrical conductors and equipment external to an electric vehicle that provide a connection for an electric vehicle to a power source to provide electric vehicle charging. EVSE is classified by the following charging levels: Level 1: Provides charging through 120 volt electrical service. Level 2: Provides charging between 120 volt and 240 volt electrical service. Level 3/Rapid Charge: Provides any single phase voltage or current rating higher than that of Level 2, three-phase power charging equipment, or inductive charging equipment. 3 Ordinance No. 480-TTTT Permitted Accessory Level 1 or 2 EVCS for Private Use Residential Inside Garage Non-Residential Inside Parking Garage or Employee Parking Area Not Visible from ROW The ordinance proposes that Section 34 “Accessory Uses” of the Zoning Ordinance No. 480 add Electric Vehicle Charging Stations or (EVCS) as a permitted accessory use in all districts of the zoning ordinance subject to the following criteria: Level 1 or Level 2 electric vehicle charging space(s) for private use only.   In residential districts, the EVCS must be located inside of a garage. In non-residential districts, the EVCS must be located inside of a parking garage or in an area designated for employee parking that is not visible from the street. 4 Ordinance No. 480-TTTT Specific Use Permit - Electric vehicle charging space(s) Level 1 and Level 2 for commercial or public use Level 3/Rapid Charge for commercial, public or private use Allowed in All Districts by SUP Except: AG, RE, RCS, SF-1A, SF-1B, SF-2, SF-20A, SF-20B, SF-30, MH, and MF-1 Permitted accessory for private use (home use; employees) 5 Ordinance No. 480-TTTT Specific Use Permit Requirements: Must be accessory to the primary permitted use No more than 10% of required parking spaces may be designated for electric vehicle charging Each charging space shall be posted with appropriate signage 6 Ordinance No. 480-TTTT Specific Use Permit Requirements (cont.): Charging spaces should be easily identified but also be compatible with the character and use of the site Equipment shall be located so as not to impede pedestrians or interfere with accessibility requirements SUP approval may include regulations for location, size of equipment, signage, and lighting 7 Examples Level 2 Blink charging stations – left is at Kohl’s in Keller and right is at Hampton Inn in Trophy Club 8 Examples Level 2 & Level 3 charging station 9 Southlake 2030 Electric vehicle charging stations are referenced in the Southlake 2030 Comprehensive Plan. Specifically, the Mobility Master Plan references these as a priority tier 1 recommendation. MT44 recommendation language states: Consider options for adding non-residential charging stations as a use.
