Allen Taylor, and City Secretary Lori Payne. WORK SESSION: 1. CALL TO ORDER The Work Session was called to order by Mayor Hill at 5:33 p.m. 2. INVOCATION Clayton Reed gave the invocation. Mayor Hill led the pledge of allegiance to the United States and Texas Flags. 3. SOUTHLAKE CHAMBER OF COMMERCE UPDATE Mayor Hill introduced Southlake Chamber of Commerce Board Chairman Ian MacLean. FISCAL YEAR 2016 PROPOSED BUDGET — STRATEGIC INVESTMENTS AND CAPITAL IMPROVEMENTS PROGRAM. City Manager Shana Yelverton, Assistant City Manager Ben Thatcher, and Assistant City Manager Alison Ortowski provided information on the Fiscal Year 2016 proposed budget and aligning the proposed budget with the City's Strategic Management System to Council. Human Resources Director Stacey Black also presented information on workforce investments. 5. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Hill reviewed the consent agenda items. REGULAR SESSION: 1. CALL TO ORDER The Regular Session of the City Council was called to order by Mayor Hill at 6:40 p.m. 2A. EXECUTIVE SESSION Mayor Hill announced that City Council would be going into Executive Session pursuant to the Texas Government Code, Section 551.071, consultation with city attorney, Section 551.072, deliberation regarding real property. City Council adjourned for Executive Session at 6:40 p.m. Executive Session began at 6:55 p.m. and concluded at 7:40 p.m. 2B. Kendall Costello, 803 Wentwood Drive, Southlake, Texas spoke to Council regarding the bicycle helmet ordinance as well as a safety and awareness campaign. Vinny Taneja, Southlake resident and Director of Public Health for Tarrant County, 1636 Tuscan Ridge Circle, Southlake, Texas spoke to Council regarding injury prevention with bicycle helmets.
