Item 9A 9A - 1 M E M O R A N D U M August 10, 2015 To: Shana Yelverton, City Manager From: Candice Edmondson, Deputy Director of Community Services Subject: Selection of public art for the roundabout at Dove Road and Peytonville Avenue/Sam School Road Action Requested: City Council selection of public art for the roundabout at the intersection of Dove Road and Peytonville Avenue/Sam School Road. Background Information: As recommended in the Public Art Master Plan, public art was previously installed in the four (4) roundabouts within the City: White Chapel Blvd. & Continental Blvd. White Chapel Blvd. & Dove Rd. Carroll Ave. & Dove Rd. Brumlow Ave. & Continental Blvd. The Plan also recommends that public art be considered for any future roundabouts. ACall to Artists was released in March 2015 to local, regional and national artists requesting proposals for public art to be placed in the roundabout. The City received 20 responses from the call. The submittals were reviewed at the April 28, 2015 Southlake Arts Council meeting, where the Council selected Dream Big Sculpture, Kathleen Caricof, and Seth Vandable as finalists for the roundabout. The Arts Council reviewed final concepts from the three artists at their May 26, 2015 meeting, and unanimously selected Dream Big Sculpture piece for the roundabout. In addition, the Arts Council - project. Copies of all three final concepts are included in the packet for your review. City of Southlake Values: Shana Yelverton Meeting Date August 18, 2015 9A - 2 Page 2 of 2 Financial Considerations: Funding in the amount of $90,000 has been included in the project budget for the design and installation of public art in the roundabout as recommended in the 2030 Public Art Master Plan and Public Art Policy. Strategic Link: Selection of the public art is linked to the Cit related to the focus area of Quality Development and meets the corporate objective to provide attractive and unique spaces for the enjoyment of personal interests.It also addresses Critical Business Outcome CB01, to implement Southlake 2030 Plan by focusing on short-term initiatives. Citizen Input/ Board Review: Per the adopted Public Art Display and/or Performance Policy, the Southlake Arts Council shall make recommendations on placement, artwork and artists to the City Council who will make any and all final determinations on the said placement and the artwork/artists. Southlake Arts Council reviewed responses and selected finalists April 28, 2015. Southlake Arts Council approved (7-0) May 26, 2015 to recommend the concept by Dream Big Sculpture. The eagles, birds native to the Texas area, represent the ideas of freedom and The pair of eagles will be flying across a stainless steel mobius circleas they move into the future. The circle integrates a timeless, contemporary element to this cast bronze sculpture, luminescent yet non- reflective, eliminating any possibility of glare for motorists. Knowing that roundabouts serve as portals into the city, we were struck by the need for asculpture that not only compliments the design elements of these exceptional neighborhoods, but risesabove the roundabout so that it can be better seen and appreciated by all the residents and visitors to Southlake. The two eagles,(similar to the one pictured belowfig.1) are unique in design and will beheld aloft by two stainless steel pillars mounted in a granite base. interesting and engaging from all angles, and will be cast from the highest quality silicon bronze and stainless steel, which are materials well known to be both durable and low maintenance. Following is a detail shot of a sculpture similar to the ones being created for this project, along with three other concept sketches of our proposal.
