EXECUTIVE
SUMMARY:
Walk for PKD – North Texas Chapter is requesting approval of a specific use
permit to allow a mass gathering on property being described as Southlake
Town Square Phase I and Phase IV, an addition to the City of Southlake,
Tarrant County, Texas and being generally located between E. State Highway
114, N. Carroll Avenue, E. Southlake Blvd. and Central Avenue, Southlake,
Texas. Current Zoning: “DT” Downtown District. SPIN Neighborhood # 8.
DETAILS:
This event has been successfully held annually since 2004. The event has
grown to the point of requiring a specific use permit due to the possible
placement of a sponsor vehicle; off-site signage; and the anticipated number of
participants and guests (last year’s attendance approximately 700). The
applicant is requesting a 5-year approval to hold the event annually in mid to
late September. This year’s event is scheduled for September 19, 2015. The
following is an overview of the applicant’s request:

6 a.m. to 11 a.m.

5K Run, a Children’s Walk and the Walk for PKD;
Sponsor booths;
Possible sponsor automobile on Fountain Place;
Children’s activities;
Pancake breakfast;
Registration area;
Baylor van;
Fire truck;
and, volunteer station.
The purpose of this event is raise money for research to find a cure for
Polycystic Kidney Disease. The applicant has included a sign proposal as part
of this specific use permit which include six (6) 4 x 3 foot off-site signs at
various locations throughout the City to be displayed approximately twenty (20)
days prior to the event date for promotional purposes. The applicant will also
hang an 8x3 foot banner from the Rustic Park Pavilion. Exhibits for the sign
proposal are included in Attachment ‘C’ of this staff report.
On August 6, 2015, the Planning & Zoning Commission recommended approval
subject to the staff report; granting a 5-year approval period to hold the event
annually mid to late September.

BACKGROUND INFORMATION

CURRENT ZONING: “DT” Downtown District
HISTORY: This event has been held annually since September 2004. This will be
the first year the event is held under a Specific Use Permit.
P&Z ACTION: August 6, 2015; Approved (6-0) subject to the Staff Report dated July
31, 2015, and granting a 5-year approval period to hold the event
annually mid to late September.
STAFF COMMENTS: The City Council shall consider the following in determining whether to
grant a Specific Use Permit for a mass gathering event according to the
Comprehensive Zoning Ordinance No. 480, Section 45.14c, as
amended:
1. whether there is convenient and safe access for the ingress and
egress of pedestrians and vehicular traffic;
2. whether sufficient traffic control personnel is proposed to insure
safety to all members of the traveling public, including pedestrians,
along all public roadways in the proximity of the mass gathering
and/or along which the public is likely to travel to reach the mass
gathering areas shall be provided;
3. whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary
facilities, and appurtenant equipment;
4. whether sufficient illumination will be provided at night to protect the
safety of the persons assembled;
5. whether adequate parking areas, including disabled persons’
parking spaces, shall be provided for persons arriving by vehicular
means. If the promoter proposes to utilize temporary off-site parking,
then the promoter the mass gathering event the off-site temporary
parking area will not be utilized for purposes other than the mass
gathering event; and
6. whether adequate provisions have been made for food supply,
medical assistance, garbage disposal, water supply, parking,
sanitation and toilet facilities, vermin control, and safety.
The City Council may establish specific conditions depending upon the
nature of the proposed event and traffic, health and safety issues

according to Ordinance 480, Section 45.14.a, as amended.
The applicant is required to obtain all necessary permits regarding
qualifying tents and signage.
Signage is not allowed to be placed within the public right of way.

RESOLUTION NO. 15-039
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING EVENT FOR PKD WALK AND 5K RUN EVENT
ON PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS,
LOCATED NEAR THE NORTHEAST CORNER OF THE
INTERSECTION OF EAST SOUTHLAKE BOULEVARD AND NORTH
CARROLL AVENUE, BEING DESCRIBED AS SOUTHLAKE TOWN
SQUARE, PHASES I AND IV, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT “A”, AND AS DEPICTED ON THE
APPROVED SITE EXHIBIT ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT “B” AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS
, a Specific Use Permit for amass gathering event has been requested by a
person or corporation having a proprietary interest in the property zoned as “DT” Downtown District;
and,
WHEREAS
, in accordance with the requirements of Section 45.1 (36) of the City’s
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested
and situated in the affected area and in the vicinity thereof; and,
WHEREAS
, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for amass gathering event on property located near
the northeast corner of the intersection of East Southlake Boulevard and North Carroll Avenue, being
described as Southlake Town Square, Phases I and IV, an addition to the City of Southlake, Tarrant
County, Texas, according to the plats recorded in Cabinet ‘A’, Slides 4892 and 10949-52 Plat
Records, Tarrant County, Texas, more fully and completely described in Exhibit “A”, and as depicted
on the approved Site Exhibit attached hereto and incorporated herein as Exhibit “B” and

providing an effective date, subject to the provisions contained in the comprehensive zoning
ordinance and the restrictions set forth herein. The following specific requirements and special
conditions shall be applicable to the granting of this Specific Use Permit:
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
