Item 4I Department of Planning & Development Services S T A F F R E P O R T August 11, 2015 CASE NO:ZA14-081 PROJECT:Plat Extension for theFinal Plat for Ridgeview II EXECUTIVE SUMMARY: Ridgeview-Squirrel Creek I, LLC, is requesting a 1-year plat extension for the Final Plat for Ridgeview II on approximately 19.53 acres located at 585 to 725 Davis Boulevard. SPIN Neighborhood #10 DETAILS: Ridgeview-Squirrel Creek I, LLC submitted a request for an 1-year extension for the Final Plat for Ridgeview II for the development of thirty-eight (38) residential lots and seven (7) open space lots totaling 19.53 acres. The development has road access into Ridgeview at Southlake, located immediately to the north of the proposed development and to Davis Boulevard to the west. The purpose of this request is to extend the validity of the final plat for Ridgeview at Southlake Phase II for a period of one year from its original approval date of August 21, 2014. A final plat expires one year from its approval date if it is not filed. The subdivision is still under construction and is not ready for acceptance from the City nor ready to have the plat filed. A Zoning Change and Development Plan and a Preliminary Plat for Ridgeview II were approved by City Council on April 15, 2014 under Planning Cases ZA13-035 and ZA13-036. This final plat was approved by City Council on August 21, 2014. A Final Plat which has not been recorded in the County Plat Records within one year of the date of approval shall expire. Therefore, the applicant is requesting to extend the date of expiration on the Final Plat for one additional year until August 21, 2016. If approved by City Council at their August 18, 2015 meeting, the plat will expire on August 21, 2016. PROPERTY SITUATION: 585 to 725 Davis Boulevard LEGAL DESCRIPTION: Tracts 1A, 1A1, 1A1A, 1A2, 1A2A, 1A2B, 1A3, 1A4, 1A4A, T.J. Thompson Survey, Abstract No. 1502 Addition LAND USE CATEGORY: Mixed Use and Medium Density Residential CURRENT ZONING: TZD – Transition Zoning District HISTORY: There were three vacant residential dwelling units occupying the various tracts of the proposed development. According to Tarrant Appraisal District records, the home located at 605 Davis Blvd. was built in 1970, the home located at 715 Davis Blvd. was built in 1963 and the home located at 725 Davis Blvd. was built in 1957. The remainder of the tracts are vacant with no development. On April 15, 2014, the City Council approved a Zoning Change and Development Plan for Ridgeview II under Planning Case ZA13-035. On April 15, 2014, the City Council approved a Preliminary Plat for Ridgeview II under Planning Case ZA13-036. On August 14, 2014, the City Council approved a Final Plat for Ridgeview II under Planning Case ZA14-081 STAFF COMMENTS : Subdivision Ordinance No. 483, Section 4.01(I), Expiration of Plats: 2. All other plats: A Final Plat, Plat Revision, Amended Plat or a Plat Showing which has not been recorded in the County Plat Records within one year of the date of approval shall expire. 3. Extensions: The City Council may extend the expiration date of an approved plat upon written petition for such extension by the owner prior to the expiration of the plat but not to exceed one (1) year.
