EXECUTIVE
SUMMARY:
KDC is requesting approval of a Plat Revision for Lot 1R2R, Block 1, Sabre Group
Campus and E. Kirkwood Blvd. right of way dedication on property described as
Lot 1R2 and 2R, Block 1, Sabre Group Campus, an addition to the City of
Southlake, Tarrant County, Texas and located at 3150 Sabre Dr. and 2799 and
3123 Kirkwood Blvd., Southlake, Texas. Current Zoning: “NR-PUD” Non-
residential Planned Unit Development District. SPIN Neighborhood #1.
REQUEST DETAILS:
The applicant is requesting approval of a Plat Revision for Lot 1R2R, Block 1,
Sabre Group Campus and E. Kirkwood Blvd. right of way dedication to dedicate
Lot 2R, Block 1 Sabre Group Campus as public right of way to dedicate
approximately 1.67 acres of right of way for deceleration lanes on Kirkwood Blvd.
and to dedicate a 5’ pedestrian easement along Kirkwood Blvd.

-A zoning change and concept plan (ZA99-056) from R-PUD to NR-PUD
for Sabre Corporate Campus was approved July 20, 1999.

A preliminary plat (ZA99-080) for Lots 1-4, Block 1, Sabre Group Campus
was approved October 19, 1999.

A development plan (ZA99-090) for Sabre Group Campus was approved
January 18, 2000.

A site plan (ZA99-091) for Sabre Group campus was approved January
18, 2000.

A final plat (ZA99-096) for Lots 1-4, Block 1, Sabre Group Campus was
approved November 18, 1999. The plat was filed December 26, 2001 and
re-filed January 24, 2002 to include the correct sheet 2 of 3.

A site plan (ZA00-060) for Sabre Group Campus was approved July 18,
2000.

A plat revision (07-025) for Lots 1R1, 1R2, 2R, 4R1, 4R2, and 4R3, Block
1, Sabre Group Campus was approved March 20, 2007 and filed
September 28, 2007.
-A plat revision (ZA11-044)n for Lot 1R2R, Block 1, Sabre Group Campus
was approved by City Council on January 2012, but that plat was never
filed and it has since expired.

07/20/15 AND WE OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY
MADE CONDITIONS OF PLAT APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY

1. Remove Lot 2R1 from the title block (see the previously prepared plat that I e-mailed to you as an
example).
2. Change Lot 1R2-1 to Lot 1R2R.
3. Change the sidewalk easement to a pedestrian access easement.
4. The following changes are needed in the “owner’s” dedication and notary:
a. Change the lot numbers at the beginning of the owner’s dedication to the existing lot
numbers (Lot 1R2 and Lot 2R),
b. Please revise the wording at the beginning and end of the owner’s dedication
according to Appendix 2 (attached). The owners (Sabre, Wilks) go in the first space.
Change the dedication to plural to include both owners in one dedication statement –
“…acting by and through the undersigned, their duly authorized agents, are the sole
owners…” etc.
5. The lienholder is shown to be the same as the authorized agent for Sabre. Please verify if a lien
holder exists and put the name of the lien holder in the space that reads (Lien Holder Name) and
add a place for the name of the lien holder’s authorized agent in addition to the lines for his or her
signature and the date. If there is/are no lienholder(s), then add a statement to this effect at the
end of the owner’s dedication before the signature blocks.
6. Add the Avigation Easement and Release per Appendix 3 (attached).
7. Add the City zoning case number to both pages of the plat (ZA15-076).
8. Add a signature block for City Council approval in addition to the P&Z block (see Appendix 9
below).

* It appears this property lies within the 65 'LDN D/FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No.
479. Additionally, the “Avigation Easement and Release” shown in Appendix 3 of the Subdivision
Ordinance No. 483 should be executed on subsequent Plats to be filed in the County Plat
Records.
* A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject
property from each taxing authority must be provided to the City prior to filing this plat in the
County records. A copy of this information may be obtained from the Tarrant county Tax

* A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off-site sewer extensions, off-site drainage and utility easements and
impact fees.
