Background
Information:
This item was tabled at the March 3, 2015 Southlake Parks
Development Corporation (SPDC) and City Council
meetings pending results from geotechnical testing from
CMJ Engineering.
When the geotechnical tests and recommendations were
discussed at the April 7 SPDC meeting, SPDC tabled the
item in order for staff to bring back options for partial
reconstruction of the road where the erosion and pavement
separations are currently the most affected. Also, at the
same time, signs advising users of the uneven pavement
surface until repairs are completed were posted.
City engineers investigated options to repair only sections of
the road with the most significant separation areas and
concluded that partial repairs would not be effective to
achieve the long-term integrity of the road and provide a
cost-effective solution at this time.
Based on the soils and laboratory test results conducted by
CMJ Engineering and best practice protocols, the proposal
from Manning Concrete to reconstruct South Field Road in
Bob Jones Park in an amount not to exceed $225,000 is
presented for consideration.

The City received an estimate from Manning Concrete of
$217,284 for reconstruction of the road. The estimate is
based on the terms of a contract that the City of Grapevine
bid and awarded for concrete curb, gutter and flatwork
services. The City has an Interlocal Governmental
Agreement for Purchasing with Grapevine, Keller, and
Colleyville, which allows the City to utilize the contract that
the City of Grapevine bid and awarded to Manning Concrete.
The reconstruction of South Field Road will include removal
and disposal of approximately 22,800 square feet of existing
At their March 3, 2015 meeting, SPDC recommended staff
complete geotechnical testing on the road before proceeding
with approval of the project scope. CMJ Engineering
performed the geotechnical tests and concluded that the
reconstruction design and construction materials proposed
by Manning Co
recommendation. The use of proposed concrete paving will
help stabilize the road and protect it against future swelling
caused by the clay subsurface beneath.
Staff will work with the contractor to schedule around park
programs to minimally impact park users and program
participants, as well as work with the athletic associations to
identify the best dates for construction. During construction,
the road will either be completely closed for a minimum
number of days to fully complete the project, or it will be
constructed one side of the road at a time and keep the
other side open. If the road is closed, staff will make every
attempt to maintain and keep open a safe pedestrian
passage to allow access to the dog park and day camp
areas.
City staff recommends Manning Concrete for the following

Road at their August 6, 2015 meeting and recommended
approval (7-0) of the proposed contract with Manning
Concrete.
