Neil DiGaimmatteo, 909 S Main Street, Grapevine, TX came forward. Mr. DiGaimmatteo explained the plans for the existing structure and the remaining of the lots. Mr. DiGaimmatteo continued to explain about the sidewalks and stated that the applicants are working with both the Planning and Public Works Department. Chairman Parrish and Commissioner Kubiak are sympathetic to the sidewalks and continued to state that in this area of Southlake there are mainly bar ditches instead of sidewalks. Chairman Parrish opened and closed the public hearing. Commissioner Springer agreed with Chairman Parrish and Commissioner Kubiak. Mr.Seeley stated that it was both. Dennis Killough stated that the City has been working to convert this back to public right-of-way. Chairman Parrish asked if the roads had been repaved. Mr. Keener explained that it is more of an operational request. Commissioner Kubiak asked about parking and demographical use. Commissioner Springer is concerned about this request opening the door for other stores to make similar requests. Commissioner Kubiak understands the concern but believes it can be limited. Commissioner Kubiak mentioned Kroger and asked staff how that compared. Also, Mr. Kubiak believes that this use fits the concept of Park Village with the pedestrian traffic. Chairman Parrish acknowledged Commissioner Springer's concerns. Dustin Curtis, 8801 N Central Ave., Phoenix, AZ and Javier Jaramillo with Pacheco Koch, 8350 N Central Expressway, Dallas, TX came forward to answer any questions that the Commission may have. Chairman Parrish confirmed that Falcon Holdings is affiliated with Church's Chicken and asked what the office space will be used for. Mr. Curtis stated that the third floor will be corporate headquarters for Falcon Holdings and the first and second floor will be speculative office and medical office. Commissioner Kubiak confirmed that the building would be multi -tenant. Commissioner Kubiak continued to ask about the square footage of each floor. Mr. Curtis stated the first and second floor is 7,500 square foot each and the third is 5,000 square feet. Commissioner Kubiak asked about the limestone on the building and the lack of window line. Mr. Curtis stated that the architecture is based on meeting that 80 percent requirement of masonry. Commissioner Kubiak mentioned the major corridor urban design plan and wondered if adhere to some of those concepts. Mr. Jaramillo stated that the difficultly is the 25 -ft. bufferyard that is required along the front and we held the 25 -ft. and gave ourselves another 2 -ft. of parking with an 18 -ft. The parking ratio needs to be increased due to the encroachment issue with the dumpster location in the back. Mr. Jaramillo continued with the flood plain and culvert information for the site. Commissioner Forman asked about extending the sidewalk. Mr. Jaramillo stated that the box culverts would need to be extended 10 -ft. each. Commissioner Kubiak would like willingness from the applicant included in the motion regarding the northern side.
