CALL TO ORDER Chairman Wasserman called the meeting of the Parks and Recreation Board to order at 6:11 p.m. 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Board and are enacted with one motion. 2A. APPROVAL OF THE MINUTES FROM THE APRIL 13, 2015 REGULAR PARKS AND RECREATION BOARD MEETING. There were no corrections to the April 13, 2015 Park Board meeting minutes. 2B. ABSENCE OF PARKS AND RECREATION BOARD MEMBERS The Board considered the absence of Park Board members Lori Palmer and Chad Patton from the April 13, 2015 meeting. APPROVED A motion was made to approve the Consent Agenda as presented including approval of the minutes of the April 13, 2015 regular meeting and absence of board members Palmer and Patton. CONSIDER: 3A. RECOMMENDATION OF NAME FOR CITY PARK IN WINDING CREEK DEVELOPMENT Director Chris Tribble presented the request to name the City park in the Winding Creek subdivision, located southwest of South Carroll Avenue and Winding Lake Boulevard. Proposed names solicited from the public were presented. Submitted names for the park included Chauncey Prade Park, Jeff Wang Park (and several iterations of the name), Creekside Park, Crescent Park, Cole Malone Park, Dick or Richard McCauley Park (and several iterations of the name), Piste Park, Crystal & Bob Steele Park, Amon G. Carter Park, Four Winds Park, Mary Owens Prade, and Stock Pond Park. Criteria for naming of City facilities and parks, addressed in the Naming and Renaming of Park and Recreation Facilities Procedures adopted by City Council December 15, 2009, were considered. City Council will consider a name for the park at their June 16, 2015 meeting. Paul Spain, developer of Winding Creek subdivision, 2200 Estes Park Drive, Southlake, presented background information to support his name choice of "Prade Park." The Park Board discussed the names and unanimously agreed the park should be named after the Prade family, who were the prior property owners and Southlake residents of historical significance. The Board requested the park plaque include information about Captain Chauncey and Mary Owens Prade. APPROVED A motion was made to recommend to City Council the City park in the Winding Creek subdivision be named "Prade Park." (The Board noted their recommendation the park plaque include information about Chauncey and Mary Owens Prade.) RECOMMENDATION ON RENEWAL OF THE SOUTHLAKE TENNIS CENTER MANAGEMENT AGREEMENT Director Chris Tribble presented the renewal of the Southlake Tennis Center Management Agreement between the City of Southlake and Stephen and Mia Poorman (dba Roxy Tennis LLC) for a term of three years, January 1, 2016—December 31, 2018 and responded to questions from the Board. The discussion included performance measures, citizen satisfaction surveys and comment cards, impact to the tennis center during Bicentennial Park Phase 3 reconstruction project, and park signage. Mia Gordon Poorman, 220 Canyon Lake Drive, Southlake, spoke in support of continuing the tennis center management agreement and updated the Board about the financial performance of the Tennis Center for the last three years. APPROVED A motion was made to recommend to City Council approval of the renewal of the Southlake Tennis Center management agreement with Stephen and Mia Poorman. RECOMMENDATION ON RENEWAL OF THE BOB JONES NATURE CENTER & PRESERVE MANAGEMENT AGREEMENT Director Chris Tribble presented the renewal of the Bob Jones Nature Center & Preserve Management Agreement between the City of Southlake and the Bob Jones Nature Center Organization (BJNCO) for a term of three years, October 1, 2015— September 30, 2018 and responded to questions. APPROVED A motion was made to recommend to City Council approval of the renewal of the Bob Jones Nature Center & Preserve management agreement with the Bob Jones Nature Center Organization. RECOMMENDATION TO CITY MANAGER ON REQUEST FOR A VARIANCE TO ALLOW ALCOHOL TO BE SERVED BY BRIO TUSCAN GRILLE IN FRANK EDGAR CORNISH, IV PARK DURING THE SOUTHLAKE STARS & STRIPES EVENT Deputy Director Kate Meacham presented the request for a variance to the City's park regulations prohibiting the possession or consumption of alcohol in a City park to allow alcohol to be served by Brio Tuscan Grille in Frank Edgar Cornish, IV Park during the Southlake Stars & Stripes event on July 3, 2015, from 6-11 p.m. A variance may be granted upon request at the discretion of the City Manager with a recommendation from the Park Board. The discussion included location and segregation of the park area to be used by Brio, revenue, sponsorship, and financial responsibilities. APPROVED A motion was made to recommend the City Manager approve the variance to the City's park regulations prohibiting the possession or consumption of alcohol in a City park to allow alcohol to be served by Brio Tuscan Grille in Frank Edgar Cornish, IV Park during the Southlake Stars & Stripes event on July 3, 2015. Motion: Palmer Second: Medici Ayes: Hill, Medici, Palmer and Wasserman Nays: None Abstain: None Vote: 4-0 Motion Carried. 4. PUBLIC FORUM Chairman Wasserman acknowledged public forum. There being no one to speak, Chairman Wasserman moved to the next agenda item. 5. DISCUSSION 5A. SOUTHLAKE YOUTH ATHLETIC ASSOCIATIONS REPORTS Deputy Director Kate Meacham presented revised youth athletic associations Dashboard statistics reports by association and responded to Board questions. The Board expressed interest in receiving information about the City's cost per player to maintain the softball fields and residency information prior to the August meeting. Board members would like to continue receiving periodic comparisons of the City's field use fees with surrounding cities' fees. 513. CONSTRUCTION MANAGEMENT REPORT Director Chris Tribble presented the monthly Construction Management Report and presented updated photos of the progress on Bicentennial Park Phase II and The Marq- Southlake. 5C. PARKS & RECREATION REPORT Deputy Director Kate Meacham reviewed the Community Events Schedule included in the meeting packet, providing status information about summer camps, rec programs, athletics, marketing promotions for The Marq, and the Stars & Stripes Star Experience. 6.
