0392CITY OF SOUTHLAKE, TEXAS A/q ORDINANCE OF THE CITY OF SOUTHLAKE, TEXAS  ING SEPTEMBER 17, 1987 ~zN~EPTEFdg~R AS REGULAR MEETING~ OF THE SOUTHLAKE OUNCIL,- PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, Section 2.09 of the Southlake City Charter provides that the City Council may, by ordinance, establish as many additional regular meetings during the month as may be necessary for the transaction of the business of the City and its citizens; and WHEREAS, the City Council is considering an ordinance adopting the tax rate, an ordinance adopting the budget and an annexation ordinance on September 17, 1987 and September 30, 1987, which ordinances are necessary for the transaction of business of the City and its citizens; and WHEREAS, due to the urgent public necessity which exists in having these items considered prior to October 6, 1987, the Council hereby declares that an emergency exists and that this supplemental agenda item is necessary to address that necessity; and WHEREAS, said meetings shall be held in accordance with the Open Meetings Act, Article 6252-17, (V.A.C.S.). NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto any person or circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect. Section 6. The fact that the present ordinances and regulations of the City of Southlake, Texas are inadequate to properly safeguard the health, safety, morals, peace, and general welfare of the inhabitants of the City of Southlake, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety, and general welfare of the public which requires that this ordinance become effective from and after the date of its passage and it is accordingly so ordained. Section 7. This ordinance shall become effective immediately after its passage by the City Council.
