1053CITY OF SOUTHLAKE ORDINANCE NO. 1053 AN ORDINANCE AMENDING SECTION 2.106 "ESTABLISHED; ENUMERATION" OF ARTICLE IV "DEPARTMENTS" OF CHAPTER 2, "ADMINISTRATION" OF THE SOUTHLAKE CITY CODE, AS AMENDED, TO UPDATE DEPARTMENTAL TITLES, FORMALLY ESTABLISH A HUMAN RESOURCES DEPARTMENT AND ESTABLISH A POLICE DEPARTMENT AND A FIRE DEPARTMENT WHICH SHALL COLLECTIVELY BE REFERRED TO AS DEPARTMENTS OF PUBLIC SAFETY; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Southlake, Texas is a home rule city acting under its chapter adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the Local Government Code; and WHEREAS, pursuant to Section 4.01 of the Southlake City Charter, the City Council has the power by Ordinance to establish administrative departments; and WHEREAS, the City Council desires to update the names of several City Departments and titles for Department Heads; and WHEREAS, the City Council desires to formally add a Department of Human Resources, headed by the Director of Human Resources; and WHEREAS, the City Council previously established a Department of Public Safety, headed by the director of public safety; and WHEREAS, the City Council desires to establish split the Department of Public Safety into a Police Department and a Fire Department, which shall collectively be referred to as Departments of Public Safety. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE: SECTION 1. ADMINISTRATIVE DEPARTMENTS That Section 2 -106 of Chapter 2 of the Southlake City Code is hereby amended to read as follows: "As provided by section 4.01 of the City Charter, the city council hereby establishes the following administrative departments: department of general government, to be headed by the city manager; department of public works, to be headed by the director of public works; department of finance, to be headed by the chief financial officer; department of planning and development services, to be headed by the director of planning and development services; department of Page I community services, to be headed by the director of community services; department of economic development and tourism, to be headed by the director of economic development and tourism; department of information technology, to be headed by the director of information technology; department of human resources, to be headed by the director of human resources; police department, to be headed by the police chief and fire department to be headed by the fire chief. The police department and fire department shall collectively be referred to as departments of public safety." SECTION 2. CUMULATIVE CLAUSE This ordinance shall be cumulative of all provisions of ordinances of the City of Southlake, Texas except where the provisions of this ordinance are in direct conflict with the provisions of such ordinance, in which event the conflicting provisions of such ordinances are hereby repealed. SECTION 3. EFFECTIVE DATE This ordinance shall be in full force and effect from and after its passage and approval, and it is so ordained.
