RESOLUTION NO. 12 -038
A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS APPOINTING
THE DIRECTOR OF PUBLIC WORKS OR HIS DESIGNEE AS THE
OFFICIAL VOTING REPRESENTATIVE TO THE CITY OF FORT
WORTH WHOLESALE CUSTOMER ADVISORY COMMITTEE, AND
THE TRINITY RIVER AUTHORITY CENTRAL AND DENTON CREEK
REGIONAL WASTEWATER SYSTEM ADVISORY COMMITTEES
WHEREAS, the City of Southlake has a contract with the City of Fort Worth for the
purchase of treated water; and
WHEREAS, the uniform water contract establishes a Wholesale Customer Advisory
Committee; and
WHEREAS, the uniform water contract requires that each contracting party appoint a
voting member to the Wholesale Advisory Committee; and
WHEREAS, the City of Southlake has contracts with the Trinity River Authority for the
treatment of wastewater at both the Central and Denton Creek regional treatment facilities; and
WHEREAS, each of these wastewater treatment contracts establishes a Wholesale
Customer Advisory Committee; and
WHEREAS, each of these wastewater treatment contracts requires that each contracting
party appoint a voting member to each Wholesale Advisory Committee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS:
SECTION 1.
The City Council of the City of Southlake, Texas, hereby appoints the Director of Public
Works or his designee as the official voting representative to the City of Fort Worth Wholesale
Customer Advisory Committee and the Trinity River Authority Central and Denton Creek
Wholesale Customer Advisory Committees.

That this Resolution shall take effect upon its adoption, and it is so Resolved.

Authorized Alternate Representative
To be in compliance with the contracting parties' contracts and Central Regional
Wastewater System Bylaws, each Contracting Party shall annually appoint one of the
members of its governing body or one of its officers as a voting member of the Advisory
Committee. The term shall be for twelve months and the member may serve more than
one (1) term if so appointed by the governing body represented. The bylaws specify that
an altemate representative be appointed to serve as the voting member of the contracting
party.
Please complete the attached authorized representative and alternate representative
form and have it executed by your authorized official.
It is requested that this form be returned to us by July 1, 2012. You may send an

Denton Creek Regional Wastewater System
RE: Authorized Contracting Party Representative and
Authorized Alternate Representative
To be in compliance with the contracting parties' contracts and Denton Creek System
Bylaws, the governing body of each of the Contracting Parties annually shall appoint one
of the members of its governing body or one of its employees as a voting member of the
Advisory Committee. The term of membership on the Advisory Committee shall be at the
pleasure of each governing body represented, respectively, and each member shall serve
until replaced by such governing body. The Denton Creek System Bylaws state that an
alternate representative should be appointed.

The time is upon us once again to appoint your city /town's designated representative for
the Wholesale Customer Advisory Committee (WCAC) for 2012/2014 time period. We
have included the submitted WCAC sheets from FY 2010/2012 for your review. Please
use the enclosed appointment sheets to submit your city's designated voting and alternate
appointees, even if there are `no changes' to the appointees. Please ensure the returned
forms include the city /town's embossed official seal or the City of Fort Worth will be
unable to accept the designated appointed representative without the city /town's official
seal. The update of our comprehensive database is necessary so we may ensure the
appropriate person in your organization is contacted for meeting, water department
studies and other items directly related to our wholesale customers.
The forms need to be returned by Wednesday, September 26, 2012 to have a wholesale
customer representative at the Wholesale Customer Advisory Committee meetings and
ensure the returned envelope reflects attention Cherise Gregston.
