24-012 RESOLUTION NO. 24-012 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A MASS GATHERING FOR SOUTHLAKE CARROLL DRAGONS HOMECOMING PARADE LOCATED WITHIN SOUTHLAKE TOWN SQUARE, SOUTHLAKE,TEXAS,AND GENERALLY LOCATED WITHIN THE AREA BETWEEN EAST SOUTHLAKE BOULEVARD TO THE SOUTH, STATE HIGHWAY 114 TO THE NORTH AND CARROLL AVENUE TO THE WEST, MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE APPROVED SITE PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a Specific Use Permit for a mass gathering for Southlake Carroll Dragons Homecoming Parade has been requested by a person or corporation having a proprietary interest in the property zoned as "DT" Downtown District; and, WHEREAS, in accordance with the requirements of Section 45.1 (36) of the City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite notices by publication and otherwise, and have afforded the persons interested and situated in the affected area and in the vicinity thereof; and, WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use Permit is in the best interest of the public health, safety, morals and general welfare of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1. A Specific Use Permit is hereby granted for a mass gathering for Southlake Carroll Dragons Homecoming Parade, on property within the City of Southlake, Texas, Southlake Town Square, being generally located within the area between East Southlake Boulevard to the south, State Highway 114 to the north and Carroll Avenue to the west and being described as Southlake Town Square, an addition to the City of Southlake, Tarrant County, Texas, more fully and completely described in Exhibit "A", and as depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit "B" and providing an effective date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. The following specific requirements and special conditions shall be applicable to the granting of this Specific Use Permit: City Council motion: April 2, 2024: Approved (6-0), subject to the Staff Report dated March 26, 2024, and noting the following: • Approving a Mass Gathering SUP for Southlake Carroll Dragons Homecoming Parade in Southlake Town Square for a five-year period. Carroll Avenue, E. Southlake Boulevard, and S.H. 114, Southlake, Texas. EXHIBIT B Southlake Carroll Dragon Homecoming Parade Special Use Permit Request The SUP is being requested by Carroll Independent School District. The purpose of the Special Use Permit is to host the Homecoming in partnership with Southlake Town Square and the City of Southlake. Prior to 2008 the Homecoming Parade was held in Southlake Town Square. In 2008 the Carroll Senior High School Student Council made a decision to move the parade to Dragon Stadium to add a fundraising carnival component and pep rally to the event. Since 2013,the Carroll Homecoming Parade, Carnival,and Pep Rally have been held in Southlake Town Square, and has been a great community event,with much positive feedback. We are asking for approval to renew the SUP to maintain the celebration in Southlake Town Square on a Wednesday in the fall (September/October)for the next five years, making no logistical changes to the parade route, carnival set-up,and pep rally set-up from the previous year(2019) also outlined in the attached map(Map A). We are asking to reserve/include two rows of parking spaces behind True Fire/Wiliam Sonoma in addition to the previous logistical needs from years past(see 2019)to assist with the parade unloading and destaging process. The 2024 renewal request for the event would include staging of floats in the parking lot north of the Hilton Hotel,tent/table/chair setup in the Family Park,vendors/sponsor/club participation for the carnival and parade, a pep rally including a presentation of the Homecoming court, and teardown/cleanup. The carnival will give approved high school organizations the opportunity to partner with a business sponsor to raise funds for the organization (i.e. Belle boosters selling their VIP card, Football selling trading cards, etc.) in addition to the children's activities (i.e.face painting, games,etc.). Sponsorship proceeds will benefit the CSHS Student Council and proceeds collected at each individual booth will go to the individual student organization or booster club. We are looking forward to the opportunity to continue the tradition in Southlake Town Square and bring together Dragon Nation to celebrate our Carroll Dragons. • Southlake PD drops off barricades/cones the night before the event in Town Square; setup occurs the day of the event(rolling setup throughout the day based on Southlake PD suggestions);the parking lot behind Hilton is blocked off the evening before the event • Vendors arrive at for carnival tent setup at 9:00 am in the Family Park the morning of the event(tent and porta potties) • Parade float staging begins in the parking lot behind the Hilton around 11:00 am once the lot has been marked • Carnival setup for student groups and oroganizations begins at 3:00 pm and the carnival kicks off at 4:00 pm; music is provided and played by a DJ during this time- electricity access will be needed at this time • Parade participants arrive at 6:00 pm in the parking lot behind the Hilton • Parade kicks off at 6:30 pm(see provide map A of route) • Pep rally begins once all parade entires have finished in the destagin area (see map A) and proceed to steps of Town Hall; electricity access will be needed for sound • Everything concludes by 9:00 pm, including cleanup • Vendors return for pickup of tents and porta potties the night of the event To accommodate the businesses in town square,we are requesting that street closures are held to a minimum and are limited to Grand Avenue, Main Street in front of City Hall and Fountain Place (all of which are marked in the attached map and organized by Southlake PD).We respectfully request that Southlake DPS provides safety during the parade by escorting and managing traffic/intersection closing during the time of the carnival, parade and pep rally.
