(NuStar) respectfully submits the enclosed permit application package for Special Use Permit and associated Site Plan Review related to the proposed construction of a new Transmix tank at NuStar’s existing Southlake Terminal at 1700 Mustang Court, Grapevine, TX 76092. NuStar proposes to install a 1250-barrel carbon steel transmix (refined product mixture) tank and appurtenances at our existing Southlake Terminal to support the receipt of the product via pipeline before loading onto trucks. This 15-foot diameter by 40-foot tall vertical tank would be constructed within the existing secondary containment area and would not impact the floodplain. This transmix tank is necessary to support existing facility operations and contractual obligations to customers regarding product movement. NuStar is not proposing to expand the facility or otherwise change the existing use of the facility. Through discussions with the City of Southlake (the City), NuStar understands that historical land use documents were/are in place that would generally facilitate this proposed accessory use of our existing facility, which may include Specific Use Permit(s) for Petroleum Operations, Special Exception Use, and/or Site Plan Review(s), but cannot be located by either party despite extensive searches. Therefore, NuStar submits the enclosed applications for the City’s processing and consideration of the proposed work to support our continued safe operations at our Southlake Terminal. Carbon steel with aluminum internal floating roof 3. External paint – white 4. Concrete ringwall foundation at ~12” above existing grade 5. Tank and pump to be installed inside the existing tank dike 6. Remote monitored level transmitter and high level alarms 7. Foam chamber and piping (location of foam truck connection to be stipulated by the Fire Department) 2. Pump with a 40hp electric motor and installed on a new concrete foundation 3. Concrete supports and piping 4. Electrical infrastructure including conduits and wiring for tank instruments, two remote operated valves and the pump motor 5. All new equipment will be painted white
