23-020 RESOLUTION NO. 23-020 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, CASTING A VOTE OF NO CONFIDENCE IN THE CHIEF APPRAISER OF THE TARRANT APPRAISAL DISTRICT; FINDING THAT THE MEETING AT WHICH THIS RESOLUTION IS PASSED IS OPEN TO THE PUBLIC AS REQUIRED BY LAW; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Southlake (City) is a home rule municipality operating under and governed by the laws and Constitution of the State of Texas; and, WHEREAS, Jeff Law currently serves as the Chief Appraiser of the Tarrant Appraisal District (District) and has served in said role since 2008; and, WHEREAS, the Chief Appraiser is the chief administrator of the appraisal district, oversees the District's operations, and together with the District's Board of Directors ensures the District operates efficiently and effectively; and, WHEREAS, recent events and misconduct at the District, by its employees and officials, have shown a lack of transparency and ineffective leadership resulting in substantial damage to trust in the District; and, WHEREAS, Jeff Law has been given sufficient opportunity to address the inefficiencies and restore the public trust in the District; and, WHEREAS, the City is a taxing unit that participates in the District as provided for by Chapter 6 of the Tax Code; and, WHEREAS, the City Council, through this Resolution, desires to reinforce its commitment to its taxpayers of the expectation of the District's operations. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. The findings and recitations set out in the preamble are found to be true and correct and are hereby adopted by the City Council and made a part hereof for all purposes. Section 2. The City Council reaffirms its commitment to the taxpayers of the expectation of the operations of the District and in doing so does not have confidence that Chief Appraiser Jeff Law has or will demonstrate the ability to deliver the services the taxpayers should receive from the District. Section 3. Accordingly, the City Council asks the District's Board of Directors to appoint a new Chief Appraiser for the District. Section 4. That it is hereby officially found and determined that the meeting at which this Resolution is passed is open to the public as required by law and the public notice of the time, place, and purpose of said meeting was given as required. Section 5. That this Resolution shall be effective from and after its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE THIS DAY OF SEPTEMBER 2023.
