A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE,TEXAS,GRANTING A SPECIFIC USE PERMIT FOR TWO
MASS GATHERING EVENTS FOR WHITE'S CHAPEL UMC FOR THE
CHRISTMAS FESTIVAL AND FOLLOW THE STAR— DRIVE THROUGH
CHRISTMAS STORY AND LOCATED AT 185 S. WHITE CHAPEL
BOULEVARD, SOUTHLAKE, TEXAS, AND BEING DESCRIBED AS
LOT 1 R, BLOCK 1,WHITE CHAPEL METHODIST CHURCH ADDITION,
MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND
AS DEPICTED ON THE APPROVED SITE PLAN ATTACHED HERETO
AND INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering for the Christmas Festival and Follow
the Star — Drive Through Christmas Story has been requested by a person or corporation having a
proprietary interest in the property zoned as "CS"—Community Service Zoning District; and,
WHEREAS, in accordance with the requirements of Section 45.13 of the City's Comprehensive
Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite
notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for two mass gathering events for, on property within the City
of Southlake, Texas, located at 185 S. White Chapel Boulevard, Southlake, Texas, location being
described as Lot 1 R, Block 1, White Chapel Methodist Church Addition, an addition to the City of
Southlake, Tarrant County, Texas, more fully and completely described in Exhibit "A", and as depicted
on the approved Site Plans attached hereto and incorporated herein as Exhibit "B" and providing an
effective date, subject to the provisions contained in the comprehensive zoning ordinance and the
restrictions set forth herein. The following specific requirements and special conditions shall be
applicable to the granting of this Specific Use Permit:

November 1, 2022; Approved (7-0) subject to the Staff Report dated October
25, 2022 and Specific Use Permit Review Summary No. 2 dated October 14,
2022; approving the Specific Use Permit for a 10-year period for the Christmas
Festival and 5-year period for the Follow the Star event per the Planning and
Zoning Commission's recommendation; noting that the applicant's is willing to
meet with the Police Department to plan the most appropriate traffic flow
process for the event; and that the 5-year event approval is contingent on a
police report following the incident that there were no significant traffic issues
and, if there were, the applicant would come back to discuss those issues.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
PASSED AND APPROVED THIS 1st DAY OF NOVEMBER, 2022.

Christmas Festival
Wednesday,Nov.30 2-8 p.m.
The festival will be in the southwest parking lot There will be fnflatables,pony rides,petting zoo,
reindeer photos,tents and mechanical rides.We will have free popcorn and cotton candy,in addition
there will be4 food trucks selling items.
There will be:
25-10'x 10'stationary tents
2-Snow hills
10-15-inflatables-bounce houses,obstacle courses and games
2-Trackless trains
5-7-Mechanical rides-swing rides,spinning rides,bungee jumps,small carousel
1-Petting zoo-goats,thicken and bunnies
1-6 ring pony ride
Live nativitles In our amphitheater.
The main sanctuary will be open for restroams and the kitchen open if needed for any food Items.
We will have additional parking and buses running from the High School on White's Chapel.
We have fireworks at 7:15 p.m.,and the vendor gets all permits for fireworks

vary in size from 8'x 12'-to 36'x12'.Each scene will have live actors"In the scene.There Is a pre-
recorded narration that pests will listen to In.their car that takes about 5 minutes.
All cars will enter from White's Chapel and move through a serpentine drive to get as many cars as
possible Into our parking lot.All ears wi0 exit onto Southlake Blvd.We will dose the entrance at 7:343
p.m.and let everyone on campus finish the drive.
