Item 6I - PresentationAmendments to the Southlake Mobility Master Plan Item 6I Purpose of the Plan Amendment •The City’s Comprehensive Plan serves as a framework/blueprint for the provision and funding of capital projects and programs. •Sidewalks are a critical element to the City’s overall mobility strategy and a complete and robust sidewalk system is desired by the Citizens of Southlake. •City has completed an extensive constructability evaluation for future publicly funded sidewalks and is using this as guide to prioritize sidewalk construction projects. •Official Pathways Map Amendment. •Add roadway related projects. •Update the plan (project status) Southlake Sidewalk Network Sidewalks are built as part of the City’s CIP program Built as part of roadway projects (White Chapel Blvd,Rucker Road, Village Center and Brumlow Ave.) Ordinance requirements –new commercial and residential Parks contain pathways when constructed (Bicentennial Park, Southlake Sport Complex) Infill –Gap Projects Neighborhood Matching Fund project Sidewalk Constructability Evaluation •Connectivity to other sidewalk systems •Location near a park or school •Available right of way or easement •Tree removal •Utility relocations •Bridge construction •Drainage improvements Criteria Assessed: F.M. 1709 N. Evaluate intersection improvement options and implement recommended improvements if determined necessary. Construct intersection improvements if determined necessary . Mobility, Infrastructure C1, C2 Efficient Mobility Options 3.1, 3.6, 3.8, 3.10 6.1 2 PW MT52 In conjunction with TXDOT - conduct a study on SH114 Main Lane Expansion and Ramp Reversals Between Kimball Avenue and White Chapel Boulevard. Reversing ramps will allow for increased accessibility to properties along the frontage road; improve safety by moving the traffic “weaving area” between an entrance ramp and exit ramp from the main lanes to the frontage road, where speeds and volumes are lower; and reduce traffic congestion on intersections by allowing through traffic to access the highway. Conduct a study to determine cost and construction feasibility. Based on study findings – create a CIP project request and project timeline for the implementation of the project. Mobility, Infrastructure C1, C2 Efficient Mobility Options 3.1, 3.6, 3.8, 3.10 6.1 2 PW Road Project Amendments •4 options being considered •Neighborhood input critical Road Project Amendments Road Project Amendments Planning & Zoning Commission Approved (6-0), with the following recommendations to staff and City Council: •First with respect to South Peytonville #304 and the Highland sections that staff go ahead and refine the costs considering the connectivity to schools and evaluate moving those up to Tier 1 and Tier 2; •With respect to Randol Mill, talk to the City of Westlake about connectivity and consider moving that up in priority as well; Planning & Zoning Commission •For the East Dove Road #491 project, evaluate any grant money that might be available as well as moving that up to Priority 1; and •For North Peytonville #204 evaluate cost refinement and the project overall and moving that up in priority; and •Then also noting generally the Commission’s recommendation to approve the Pathways Map amendments, the Thoroughfare Plan amendments, and the road project amendments.
