SH114 11. Adjournment. MEETING OVERVIEW: On October 4, 2021 the Southlake 2035 Corridor Planning Committee held their thirty-fourth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #7 – Granite Place Phase 2 Meeting #34 – October 4, 2021 Page 3 ITEM #7 DISCUSSION – Review, discuss and make recommendations on the proposed Granite Southlake Office 2 office building located at 601 State Street in Southlake Town Square. Staff presentation: Ken Baker • Proposed development/site plan for a five (5) story professional office building (office 2) and a specific use permit (SUP) for a garage expansion adjacent to the existing Granite Place Phase 1 • Zoning: DT • Requesting a development/site plan approval for a 5-floor office building consisting of approximately 151,000 square feet o Amenities provided within the ground floor will include a fitness center and associated locker rooms and a seating area for “grab and go’ food and drink vending area o Development plan also indicates a future restaurant along Division Street and a commercial building along State Street • Requesting a SUP/site plan approval for a 5-level precast parking structure to match the existing parking structure on the site o The new parking structure will contain 265 parking spaces o 33 new surface parking spaces o A covered walkway connecting the garage to the office building and an employee courtyard between the parking garage and office building is shown on the site plan • There are two access points into the site. The first is directly from Division Street to the south. This entry will allow access to the new garage expansion and to the trash and loading area. The second is from the existing drive/entry point located off State Street. Questions for staff by the Committee: Daniel Kubiak: Plans to widen the entrance to State St. onto the access road to S.H. 114? Ken Baker: Yes, the turning radius is tight and that is a project that will be undertaken to improve that turning radius. Chad Patton: Director Baker can you confirm this is more of a concept plan, and that they have entitlement to build this building already. Ken Baker: It is permitted by zoning and consistent with the land use plan. When it came through the first time, phase 1 was approved. When the building came through it was an 8-story building at the time. City Council wanted to take a look at the height when it came back through, so only phase 1 was approved. Phase 2 is back down to 5 - stories which is consistent with the building heights in the area. The parking garage will require a SUP, but it is consistent with the zoning and land use plan. Applicant presentation: David Cunningham • Phase 1 - 100% leased • Planning for this project in December 2019 - did not get to bring it forward because of what happened in 2020 • In collaboration with Cooper & Company • Class A office building • Similar building materials to first building • Phase 2 - 23% smaller than initial concept plan • Landscape approach – complete the block • Complete the pedestrian connectivity around the site • Office users cherish outdoor space - increased the percentage. Activate outdoor space. Questions for applicant by the Committee: Shawn McCaskill: Completing the block and connectivity is great. Hiding the parking garage and shrinking the building will fit nicely. Daniel Kubiak: I am enthusiastic about this concept. This accomplishes our broader goal in terms of getting offices built along S.H. 114, helping daytime population, and helping the retail sales tax and hotel taxes. Austin Reynolds: How many total tenants in the first building? Do you envision this next building having the same number of tenants? Applicant: 31 customers in first building – they range in size from 22,000 sq. ft. to 2,500 sq. ft (is the smallest customer). We expect the second building to be filled in the same capacity. Austin Reynolds: Great to hear about the demand. Frances Scharli: I will need to see that park concept in context. Amy Torres-Lepp: I think it looks great. The outdoor office concept area looks great. And I like that you shrunk the office a bit.
