SH114 11. Adjournment. MEETING OVERVIEW: On October 4, 2021 the Southlake 2035 Corridor Planning Committee held their thirty-fourth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #5 – Crisp & Green Meeting #34 – October 4, 2021 Page 3 ITEM #5 DISCUSSION – Review, discuss and make recommendations on a proposed Crisp & Green restaurant with drive through located at 2438 E. Southlake Boulevard. Staff presentation: Ken Baker • Proposed request is to convert the former Veritex Bank building at 2438 E. Southlake Blvd. into an approximately 3,100 square foot fast-casual restaurant with a drive-through pick up lane called Crisp & Green o Area under the covered bank drive-through lanes is proposed to be an outdoor patio area • Zoning: C2 • Future Land Use: Regional Retail Questions for staff by the Committee: Chad Patton: This does have drive thru zoning? Ken Baker: Yes, it is permitted, and they will meet the parking requirements. Applicant presentation: Hank Quigg & Blake Graves • Patio area - drive-thru with patio on the side. Drive-thru is pick-up only (pre- order). No cash transaction made in the drive thru. So, how do we ensure safety? We put in traffic calming patterns, such as a rumble strip and raised curb. • Plan to create a feature wall in the patio area to screen from the drive thru. The patio area will include seating with landscape planters for enhancement. Questions for applicant by the Committee: Chad Patton: Can you confirm the traffic pattern for us, using the cursor? Applicant: Cars will travel north, turn west, and travel south through drive thru. Three car stacking. Chad Patton: So, you are more concerned about the vehicles as it relates to pedestrian traffic? Applicant: Yes, because of the potential cross traffic between the building and the patio area. Chad Patton: So, can you show us the pattern of people walking out of restaurant to the patio area? If I'm a customer, how do I get from the building to the patio? Applicant: Customers will walk in the front door, go through the line , and exit through the same front door and turn west to cross the elevated walkway into the patio area. Chad Patton: I imagine the visibility is good and there are no blind spots through the drive thru? The sliding glass door is setback far enough from the walkway to give vehicle traffic enough time to pay attention once they start moving. Daniel Kubiak: No huge issues, but we are creating a new conflict point. I love the thought of outside seating; have you ever thought about shifting the patio area closer to the building and placing the drive-thru on the other side of the patio? Applicant: That is a great point. We did think the shift anything because we would be losing parking that staff would want. We understand this is not 100% ideal, but we did it in a way to ensure safety of customers. That’s a great suggestion, so we’ll have Hank look at it. Kathy Talley: Have you considered placing the drive-thru on the right side of the building and everything else is connected and enclosed on the other side? Just giving some ways to reconfigure the site to make it more inviting and welcoming. Chad Patton: Overall perspective, concept is great. Most worried about traffic flow of drive thru and safety. In my experience, City Council likes options, so come back with options while going through the process. The concept looks attractive, and the building has been vacant a long time, so it would be great to have tenants there. Amy Torres-Lepp: Would recommend looking into moving the drive thru delivery/window to the backside of the building. I have a concern with safety of customers crossing the walkway, especially mothers with little kids. That said, the creativity is awesome, and the patio area/features are great. Present some options at City Council. Frances Scharli: I agree. One thing to think about are the cars coming through the drive thru and emitting heat and exhaust. Overall I think it’s a great fit.
