Item 9 - Mobility Plan PresentationAmendment to the Southlake Mobility Master Plan Item 9 Purpose of the Plan Amendment •The City’s Comprehensive Plan serves as a framework/blueprint for the provision and funding of capital projects and programs. •Sidewalks are a critical element to the City’s overall mobility strategy and a complete and robust sidewalk system is desired by the Citizens of Southlake. •City has completed an extensive constructability evaluation for future publicly funded sidewalks and is using this as guide to prioritize sidewalk construction projects. •Official Pathways Map Amendment. •Add roadway related projects. •Update the plan (project status) Southlake Sidewalk Network Sidewalks are built as part of the City’s CIP program Roadway projects (White Chapel Blvd, Rucker Road, Village Center and Brumlow Ave.) Ordinance requirements –new commercial and residential Parks contain pathways when constructed (Bicentennial Park, Southlake Sport Complex) Infill –Gap Projects Neighborhood Matching Fund project Sidewalk Constructability Evaluation •Connectivity to other sidewalk systems •Location near a park or school •Available right of way or easement •Tree removal •Utility relocations •Bridge construction •Drainage improvements Criteria Assessed: F.M. 1709 N. Evaluate intersection improvement options and implement recommended improvements. Construct intersection improvements. Mobility, Infrastructure C1, C2 Efficient Mobility Options 3.1, 3.6, 3.8, 3.10 6.1 1 PW MT52 In conjunction with TXDOT - conduct a study on SH114 Main Lane Expansion and Ramp Reversals Between Kimball Avenue and White Chapel Boulevard. Reversing ramps will allow for increased accessibility to properties along the frontage road; improve safety by moving the traffic “weaving area” between an entrance ramp and exit ramp from the main lanes to the frontage road, where speeds and volumes are lower; and reduce traffic congestion on intersections by allowing through traffic to access the highway. Conduct a study to determine cost and construction feasibility. Based on study findings – create a CIP project request and project timeline for the implementation of the project.
