A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT
FOR A MASS GATHERING FOR SOUTHLAKE DIWALIFEST
LOCATED BETWEEN E. SOUTHLAKE BOULEVARD, E. S.H.
114, GRAND AVENUE, AND STATE STREET, SOUTHLAKE,
TEXAS, BEING DESCRIBED AS PHASE I, SOUTHLAKE TOWN
SQUARE, MORE FULLY AND COMPLETELY DESCRIBED IN
EXHIBIT "A", AND AS DEPICTED ON THE APPROVED SITE
PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS
EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering for Southlake Diwalifest has
been requested by a person or corporation having a proprietary interest in the property zoned
as "DT" Downtown District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (36) of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council
have given the requisite notices by publication and otherwise, and have afforded the persons
interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general
welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering for Southlake Diwalifest, on
property within the City of Southlake, Texas, located between E. Southlake Boulevard, Main
Street, Grand Avenue, and State Street, Southlake, Texas, location being described as Phase
I, Southlake Town Square, an addition to the City of Southlake, Tarrant County, Texas, more
fully and completely described in Exhibit "A", and as depicted on the approved Site Plan

attached hereto and incorporated herein as Exhibit "B" and providing an effective date, subject
to the provisions contained in the comprehensive zoning ordinance and the restrictions set forth
herein. The following specific requirements and special conditions shall be applicable to the
granting of this Specific Use Permit:
August 17, 2021; Approved (6-0) subject to the Staff Report dated August 10, 2021, and
Specific Use Permit Review Summary No. 2 dated May 28, 2021; noting the following:
we are approving the specific use permit for a period of five (5) years as long as the
scope and location of the proposed event remains as described; and noting the fireworks
location launch must be approved by the Fire Marshal and the location may be located
outside the current location as depicted in the staff report.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
PASSED AND APPROVED THIS 17th DAY OF AUGUST 2021.

This year will mark the 4"year of Diwalifest celebrated hosted by South lake
Foundation.In 2021,it is estimated that 4000 people wiN attend the event.
Diwali.or also known as Deepavali or Festival of tights,is Irdia's best festival
and most important holiday of the year.The festival gets its name from the raw
(avali`of day lamps(deeps)that Indians light outsidetheir homes to symbolize
the inner light that protects from sp iritua I d arkness.
At the Diwalifest,over400*kids and adults participate and have cultural
programs throughout the day at the main stage.The Diwalifest wiN start with the
inaugural ceremony by So ut h lake Ma yo r.T here wi 1 be live food stat io ns and food
trucks serving hot food.Apart from food, music and cultural performances,there
is a variety of handicraft.art,jewelry and other vendor stalk for the attendees to
visit.The freworks w il l be for I5 minutes at 8 pm marking the prime t im o for the
event.
MI activities and entertainment will be consistent with the previous years evert.
We request to continue to have the ability to access the park property the day of
Diwaiilest We will have the presence of police officers at the event We will have
proper insurance for the event
Due to the many years of experience by the event organizers and the stability and
maturity of the event,we are respectfully requesting to be granted a Specific Use
Permit in perpetuity.
