The joint meeting was called to order by Mayor John Huffman at 5:30pm.

The joint meeting was called to order by Chairman Daniel Kubiak at 5:30pm.

Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of
allegiance to the United States and Texas Flags.
4. MAYOR JOHN HUFFMAN ADMINISTRATIVE COMMENTS.
Mayor Huffman welcomed the Council, members of the Planning and Zoning
Commission, staff and members of the community.
5. PLANNING AND ZONING/SIGN BOARD CHAIRMAN DANIEL KUBIAK
ADMINISTRATIVE COMMENTS.
Chairman Kubiak also welcomed the Council, members of the Planning and Zoning

7. CONSIDER: ZA21-0043, SITE PLAN ON PROPERTY DESCRIBED AS LOT 4,
BLOCK 14, SOUTHLAKE TOWN SQUARE, PHASE IV, AN ADDITION TO THE
CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS, LOCATED AT 1450
PLAZA PLACE. CURRENT ZONING: "DT" DOWNTOWN DISTRICT. SPIN
NEIGHBORHOOD #8. PUBLIC HEARING
Senior Director of Planning and Development Services Ken Baker presented Item 7 and
answered questions from the Mayor, Council and Planning and Zoning Commission.
Jason Kasal with RPAI, Mitch Roberts, CEO of EVO, Chris Cline Chief Development
Officer of EVO also presented Item 7 and answered questions from the Mayor, Council
and Planning and Zoning Commission.
Mayor Huffman opened the public hearing at 6:28pm.
There being no one wishing to speak, Mayor Huffman closed the public hearing at
6:28pm.
8. CONSIDER: SV21-0012 SIGN VARIANCE TO THE SOUTHLAKE TOWN
SQUARE MASTER SIGN PLAN AND SIGN ORDINANCE 704-J, AS
AMENDED TO ALLOW PROPOSED SIGNAGE ON THE EXISTING BUILDING
LOCATED AT 1450 PLAZA PLACE.
Senior Director of Planning and Development Services Ken Baker presented Item 8 and
answered questions from the Mayor, Council and Planning and Zoning Commission.

9. PLANNING AND ZONING COMMISSION'S DELIBERATION AND
RECOMMENDATION (VOTE) TO CITY COUNCIL ON ZA21-0043, SITE PLAN
ON PROPERTY DESCRIBED AS LOT 4, BLOCK 14, SOUTHLAKE TOWN
SQUARE, PHASE IV, AN ADDITION TO THE CITY OF SOUTHLAKE,
TARRANT COUNTY, TEXAS, LOCATED AT 1450 PLAZA PLACE (LISTED AS
ITEM #7).
Mayor Huffman recessed the City Council at 6:31 pm for the Planning and Zoning
Commission deliberation of Item 7.
Chairman Kubiak convened the Planning and Zoning Commission to order at 6:31 pm
for their deliberation of Item 7.
Motion was made to approve Item 7, ZA21-0043, Site Plan on property described as Lot
4, Block 14, Southlake Town Square, Phase IV, an addition to the City of Southlake,
Tarrant County, Texas, located at 1450 Plaza Place, subject to Staff Report dated June
24, 2021, and Site Plan Review Summary #1, and noting the following:
- Approving the site plan as presented.

SQUARE MASTER SIGN PLAN AND SIGN ORDINANCE 704-J, AS
AMENDED TO ALLOW PROPOSED SIGNAGE ON THE EXISTING BUILDING
LOCATED AT 1450 PLAZA PLACE (LISTED AS ITEM #8).
Chairman Kubiak convened the Sign Board to order at 6:31 pm for their deliberation of
Item 8.
Motion was made to approve Item 8, SV21-0012 Sign Variance for to the Southlake
Town Square Master Sign Plan and Sign Ordinance 704-J, as amended to allow
proposed signage on the existing building located at 1450 Plaza Place, subject to Staff
Report dated June 24, 2021, and noting the following:
- Approving all sign variances as noted in the staff report.

deliberation of Item 7.

Tarrant County, Texas, located at 1450 Plaza Place, subject to Staff Report dated June
