Item 4G MemoCITY OF SOUTHLAKI MEMORANDUM May 18, 2021 To: Shana Yelverton, City Manager From: Lauren LaNeave, Assistant to the City Manager Subject: Item 4G: Resolution No. 21-022, a resolution amending Resolution No. 18-050A, membership for the Mayor's Alliance for Unity and Culture. Action Requested: Approval of Resolution No. 21-022 as presented. Background Information: In December 2018, the City Council passed Resolution 18- 050 to create the Mayor's Alliance for Unity and Culture. Shortly after, the application process for this board was opened and remain open throughout December, closing in January. At the January 8, 2019, City Council meeting Council passed a Resolution amendment to increase the number of members from 20 to 31, and appointed all 31 applicants to the board. At the September 15, 2021 City Council meeting, Council passed Resolution No. 20-039, which increased the number of members to 40. Resolution No. 21-022 proposes amending the following section of Resolution 18-050A: • Removing the defined number of seats: Section 1. The City Council does hereby create and establish an advisory committee to be known as "Mayor's Alliance for Unity and Culture." Such committee shall be composed of up to f 40) community "seats" representing diverse constituencies in the City. Seat representation may include members of established boards and commissions, the faith- based community, the business community, community interest and philanthropic groups, or interested individuals. By removing the number of seats on the Alliance, City Council will have the flexibility to appoint members without needing to revise the resolution. Item 4G May 18, 2021 Page 2 of 2 Financial Consideration: There are no direct financial considerations. However, there may be future recommendations to City Council that have a fiscal impact. Additionally, this resolution is in alignment with the City's mission to provide municipal services that support the highest quality of life for our residents, businesses, and visitors. RESOLUTION NO. 21-022 A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS, AMENDING RESOLUTION 18-050A; PROVIDING THAT THIS RESOLUTION SHALL BE CUMULATIVE OF ALL PROVISIONS OF RESOLUTION NO. 18- 050 AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Southlake' s mission is to provide the highest quality of life for our residents, businesses, and visitors; and, WHEREAS, the City Council of Southlake, Texas and the citizens of Southlake establish that the City is an inclusive community and people of all backgrounds contribute to our democracy, culture, and economy, regardless of race, color, national origin, religion, sex, sexual orientation, age, disability, or veteran status; and, WHEREAS, the City of Southlake is a place that believes diverse perspectives enhance the cultural fabric and overall prosperity of our community for current and future generations; and, WHEREAS, the City Council of the City of Southlake, Texas is of the opinion that a Mayor's Alliance for Unity and Culture would be of assistance to the City Council and City staff by providing diverse insight and advice to foster positive relationships and a welcoming community for everyone who lives, works, and visits here; and, WHEREAS, the City of Southlake Council created such a committee by resolution on December 4, 2018 establishing the Mayor's Alliance for Unity and Culture, terms of office, and responsibilities; and, WHEREAS, with this amendment, the City of Southlake Council desires to amend the composition of the committee and create staggered appointment terms for appointees. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. The City Council does hereby create and establish an advisory committee to be known as " Mayor's Alliance for Unity and Culture." Such committee shall be composed of community "seats" representing diverse constituencies in the City. Seat representation may include members of established boards and commissions, the faith- based community, the business community, community interest and philanthropic groups, or interested individuals. Section 2. All of the findings in the preamble are found to be true and correct and the City Council hereby incorporates said findings into the body of this resolution as if copied in their entirety. Section 3. The Mayor's' Alliance for Unity and Culture shall adopt Articles of Organization to govern its activities and meetings. The adoption and any amendment of these Articles shall be subject to approval of the City Council. Section 4. Qualifications and Terms: The Committee members shall be appointed by the City Council for two-year terms. Members shall serve until their successors are appointed. Places on the Committee shall be numbered beginning with the number one (1) and adjusting upward based on the total number of appointees. Members appointed to odd -numbered places shall be appointed in even -numbered years, and members appointed to even - numbered places shall be appointed in odd -numbered years. Terms of office for members shall commence on October 1st and expire on September 30th. If appointment is made outside of the established appointment schedule, terms of office for members shall commence upon appointment and expire on September 30t" Section 5. The Mayor's Alliance for Unity and Culture shall act in an advisory capacity to the City Council and the City Staff in planning and implementation of programs and activities involving diversity, inclusion, and equality. Section 6. Any member of the Mayor's Alliance for Unity and Culture duly appointed by the City Council shall automatically forfeit the seat on the committee in the event he/she 1) discontinues employment or residence within the city limits of Southlake or 2) files for public office. The committee may, by inclusion in the Articles of Organization, establish additional grounds for forfeiture or removal from the committee. Section 7. This resolution shall become effective after its passage and approval by the City Council. PASSED AND APPROVED THIS THE 18th DAY OF MAY, 2021.
