2002-066RESOLUTION NO. 02-066 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, IN SUPPORT OF THE APPLICATION FOR RELATED GRANT FUNDS AND THE CITY AND CARROLL INDEPENDENT SCHOOL DISTRICT'S LOCAL MATCH FOR TRAIL CONSTRUCTION AND RELATED IMPROVEMENTS FOR THE TEXAS DEPARTMENT OF TRANSPORTATION'S "SAFE ROUTES TO SCHOOL" PROGRAM. Whereas, the City Council of the City of Southlake concurs with efforts to make America's neighborhoods safe places in which to grow, live, and work, and Whereas, the Texas Department of Transportation offers a "Safe Routes to School" Program in which a certain amount of state funding is earmarked for trail, signal, crossing and other pedestrian -related improvements specifically designed to improve non -motorized travel to and from local schools, and Whereas, the City of Southlake desires to enter into a partnership with the Carroll Independent School District to provide the local funding match of 20 percent of the total construction cost as part of the grant, should it be awarded, to complete trail connections and related improvements along local city streets leading to and from Rockenbaugh Elementary School and Old Union Elementary School in the city's most populous neighborhood areas, a graphical representation of such attached to this Resolution as Exhibits A, B, and C, and Whereas, the City of Southlake's Parks and Recreation Board has made a recommendation for approval of the grant proposal involving the City and School District partnership, and Whereas, the Southlake Park Development Corporation has also made a recommendation for approval of the grant proposal involving the City and School District partnership and further recommended using existing trail -related funds earmarked in the Capital Improvement Plan to provide the City's portion of the local match, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,TEXAS, That the City of Southlake shall enter into a partnership with the Carroll Independent School District to provide the 20 percent local funding match for the Texas Department of Transportation's "Safe Routes to School" Program to construct the trail connections and related improvements attached as Exhibits A, B, and C, if awarded.
