Review, discuss and make recommendations proposed redevelopment of Florence Elementary School within the Keller ISD on approximately 13.89 acres located at 3095 Johnson Rd., generally located on the southeast Johnson Rd. and Harrell Dr. 6. Review, discuss and make recommendations on proposed changes to Kimball Park for a new business known as Artful Living to be located at 2112 E. SH 114, generally located northwest of the intersection of E. SH 114 and N. Kimball Ave. 7. Review, discuss and make recommendations for Dogtopia, a proposed daycare and spa for dogs, located in Southlake Market Place at 2225 W. Southlake Blvd., Suites 451 and 459, generally located at the southeast intersection of Davis Blvd. and W. Southlake Blvd, just west of Urban Air Adventure Park. 8. Review, discuss and make recommendations on the Wilks property for a proposed development to include a hotel and two (2) restaurants located on an approximately 6 acres of property addressed as 1901 W. MEETING OVERVIEW: On January 29, 2020 the Southlake 2035 Corridor Planning Committee held their twenty-sixth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City's website. CITY OF SOUTHLAKE 91 ITEM #8 DISCUSSION — Review, discuss and make recommendations on the Wilks property for a proposed development to include a hotel and two (2) restaurants located on an approximately 6 acres of property addressed as 1901 W. Kirkwood Blvd. and located at the corner of W. SH 114 and W. Kirkwood Blvd. Staff presentation: Jerod Potts • Proposed Site Plan — Full-service hotel, two restaurants, tree preservation, greenspace as an amenity • Future Land Use: Mixed Use and Flood Plain • Current Zoning: NR -PUD (Non -Residential Planned Unit Development) (480-313) • Optional Land Use — Restaurant and Specialty Retail Overlay o "Foster the development of a dynamic, destination restaurant district. This district should feature mostly independent, unique, or local restaurants offering diverse and healthy cuisine in a sit-down format, which may also include aspects of culinary tourism or educational components up to and including schools offering training in culinary arts" Questions for staff by the Committee: N/A Applicant presentation: David Karr Full-service hotel One or two restaurants on property — chef driven/specialty Amenities - tree area Questions for applicant by the Committee: Chad Patton: How many keys are proposed with the hotel? Applicant: About 165, smaller footprint John Huffman: Challenges from last proposals - tree preservation, topography is hard, and parking. Open to conceptual drawings. Focus on full-service projects. Daniel Kubiak- Who owns the corner of the property? With the large wall. Applicant: Original Solana developer, which is owned by Blackstone. Dennis Killough: Maguire Partners. Chad Patton: I like the restaurant cluster in the center. Applicant- Will need to figure out restaurant layouts Chad Patton: Other proposal had a catwalk due to topography. I believe that was first floor then below that was meeting space. Would like to see a concept that integrates trees to have an indoor/outdoor feel. Don't have an appetite for that type of look. Applicant: It has evolved. Not the same as it used to be. I agree, no appetite for that look. Daniel Kubiak: Big takeaways — manage tree preservation and work with the topography. Include pedestrian access. Applicant: Would like to incorporate a bridge over the creek to a trail that connects to TD Ameritrade Michael Springer: Least amount of parking on S.H. 114 Chad Patton: Maximize entrance to the development. This project will be at the western gateway to the City of 5outhlake. Tree preservation is key for the success of the project.
