1986-050RESOLUTION NO. 46 A RESOLUTION PLACING A TEMPORARY MORATORIUM OF 90 DAYS UPON THE ISSUANCE OF ANY SPECIAL USE PERMIT FOR ANY SIGN TO BE CONSTRUCTED WITHIN THE CITY LIMITS OF THE CITY OF SOUTHLAKE, TEXAS DURING SUCH PERIOD OR UNTIL THE PASSAGE OF A NEW SIGN ORDINANCE BY THE CITY COUNCIL OF SAID CITY IF SUCH OCCURS EARLY. WHEREAS, the City of Southlake, acting by and through the City Council of such City is presently conducting work sessions and beginning the writing of a sign ordinance to establish standards regarding the use and display of advertising signs of any nature within the City Limits of the City of Southlake and within the extra- territorial boundaries of such city and which sign ordinance will update and revise the present sign ordinance of said City; and WHEREAS, the City Council of the City of Southlake in order to effect a uniform implementation of all sign placement, sign and content of message, desires to place a moratorium upon the issuance of any permits for display of signs until this comprehensive sign ordinance is completed, and after the holding of public hearings and passage by the said City Council, and the City Council has committed to having the said sign ordinance completed within the said ninety day period; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Southlake, Texas that a moratorium upon the issuance of permits for the placement of any sign within the city limits of the City of Southlake, Texas for advertising or other purposes be placed into effect beginning on the date of the passage of this resolution and further that said resolution apply during the application presently pending or which are received after the date of the passage of this resolution and that such moratorium be in effect for the period of ninety days unless otherwise extended upon reasonable cause by the City Council or unless a comprehensive sign ordinance has been adopted, enacted and placed into effect prior to the expiration of such period of time, and further that the City Council implement and take every action necessary and required to place into effect the new comprehensive sign ordinance governing the placement, size, and message content as far as is legally possible for all signs to be located within the city limits of the City of Southlake, Texas or within its extra -territorial jurisdiction and that concurrent with the passage of this resolution or no later than the City Council meeting next following the meeting as which this resolution is passed, that a schedule of work sessions and schedule of competition and completion, including public hearing for the enactment of the FA comprehensive sign ordinance be adopted by the City Council and adhered to so far as possible so as to 'effect the implementation of a comprehensive sign ordinance within the period within which this moratorium is in effect.
