A RESOLUTION REQUESTING THAT THE TEXAS HIGHWAY
DEPARTMENT REDUCE THE MAXIMUM SPEED LIMIT ON FM 1709 FROM
STATE HIGHWAY 114 TO THE WESTERN CITY LIMITS OF THE CITY OF
S OUTHLAKE FROM 55 MILES PER HOUR TO 45 MILES PER HOUR AND
FURTHER REQUESTING THAT SUCH ACTION BE TAKEN AT THE
EARLIEST POSSIBLE TIME.
WHEREAS, the current maximum speed limit, as established by the
Texas Highway Department, for the traveling public on FM 1709 between
State Highway 114 and the western city limits of the City of
Southlake is 55 miles per hour; and
WHEREAS, the City Council for the City of Southlake is of the
opinion that the current physical condition of FM 1709 renders such
roadway unsafe for travel at a speed of 55 miles per hour; and
WHEREAS, there were over 28 major accidents, 87 minor accidents
and 1 fatality upon such roadway in 1985 and there have been 17 major
accidents, 28 minor accidents and 3 fatalities upon such roadway as
of May 20, 1986; and
WHEREAS, there were 264 major and minor accidents within the
City of Southlake, during the calendar year 1985 and 43.9% thereof,
being a total of 116 accidents occurred upon FM 1709.
WHEREAS, within the past week a school bus was collided with by
a cement truck upon such roadway as a partial result of the existing
speed limit of 55 miles per hour; and
WHEREAS, the City of Southlake is of the opinion that the number
of major and minor accidents and fatalities could be appreciably
reduced if the speed limit along and upon FM 1709 is reduced to 45
miles per hour:
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY
OF SOUTHLAKE, TEXAS,
THAT the Texas Highway Department is hereby officially requested
by the City of Southlake, in the interest of the health, safety and
welfare of its citizens and other members of the public traveling
along and upon FM 1709, that the maximum speed limit for travel on
the portion of FM 1709 located with the City Limits and any
extraterritorial jurisdiction of the City of Southlake be reduced
from the currently existing speed of 55 miles per hour to a maximum
speed of 45 miles per hour and that such reduction in a maximum speed
limit be accomplished as soon as possible so as to lessen the risk of
major and minor accidents and fatalities on said roadway and that
said speed limit after reduction remain so reduced unless and until _
such roadway has been reworked and expanded to a sufficient number of
lanes for travel that will accomodate traffic at speeds of 55 miles
per hour.

Texas, is hereby authorized and instructed to forward this Resolution
to the Director, or other appropriate person, of the Texas Highway
Department with such other comment requesting immediate action, as
the Major deems necessary and appropriate.
