SUBJECT: Approve the naming of new City park located within The Metairie
development as John R. Shivers Park
Action
Requested: Consider the proposed park name for a City park located within the
The Metairie development.
Background
Information: The guidelines and procedures for the naming of a City park is
detailed within the City's Naming and Renaming of Park and
Recreation Facilities Procedures (see attached).
The Metairie is a 56 -lot development that sits on 29 acres located
at the southwest corner of the White Chapel Blvd/Dove Road
intersection.
As part of the development, 2.75 acres of park land has been
dedicated to the City.
The developer has proposed to name the City park John R. Shivers
Park.
Mr. Shivers is the grandfather of Rebecca Utley who is the previous
landowner. Mr. Shivers served as one of the first three Carroll
School trustees and was instrumental in the building of the 1919
Carroll School.
For background on Mr. Shivers, I reached out to the Southlake
Historical Society (SHS), with whom the City partners with through
a Community Services Agreement. The SHS is a non-profit
corporation whose mission is to provide a dedication to archiving
Southlake historical materials, gathering oral history interviews,
helping in the research of both family and area business histories,
City of Southlake Values.-

and working as a community advocacy group to preserve and
protect Southlake's history.
The SHS supports the proposed park name and has provided the
City background information on Mr. Shivers and his family (see
attached for your review).

Dear Southlake Park Department;
The Metairie at Southlake is a 56 -lot development that sits on 29 acres. We propose the
dedication of lot 16x, approximately -2.75 acres of land, to the City of Southlake to be used as a
public park. The Metairie homeowner's association will care for and maintain the property.
The proposed park is currently covered with a deep undergrowth; we would like to clear
a path through the undergrowth to allow for a 4'-5' wide walking path. We value the natural
beauty of this proposed park and would work to protect remaining trees and vegetation. The
walking path would be approximately 609 linearfeet in length and would be covered with
decomposed granite. We would like to install two benches along the trail, as well as trash cans
and dog waste pickup stations atthe entrances on each end.
We are proposing to name the park John R. Shivers park. Mr. Shivers is the grandfather
of Rebecca Utley who is the previous landowner. John R. Shivers played an early role in starting
the Carroll School as well being one of the first trustees in the Carrol Independent School
District.

Who were J.R. and Ora Graham Shivers?
John Redman "J.R" Shivers was born into a farming family in 1877 in
the nearby Smithfield area of Tarrant County.
Ora Grace Graham was one of eight children
born to Martha Ann and Spencer Graham,
whose family settled in the area around
1854.
Ora attended Dove School and later taught
at Sams School, a one -room school that sat
near now -Solana.
The couple married in 1902, lived in a log house
and farmed 100 acres that straddled White
Chapel Blvd. to Shady Oaks, north of Hwy. 114.
The couple had two sons who attended both
Sams School and Dove.
In 1916, J.R. contracted Frank Estill (whose
father, C.C. Estill owned a building supply store
and lumberyard in Grapevine) to build a new
house that stands at the northwest corner of
White Chapel and Hwy. 114.

In 1919, J.R. and Frank Estill worked
together on another building — the
1919 Carroll School, a three-room
brick building on N. Carroll and
Highland. J.R. served as one of the
three original Carroll School trustees.
Ora Grace died in 1934, and J.R.
lived on the farm until his death in
1964. Both are buried in White's
Chapel Cemetery.

Procedure: Naming and Renaming of Park and Recreation Facilities Procedures

Statement of Purpose
The purpose of this policy is to provide parameters for the naming and renaming of park and
recreation facilities.
Guidelines for Naming and Renaming
In the naming and renaming of park and recreation facilities in the City of Southlake the
following guidelines shall be used:
I. May be named for outstanding and/or predominate physical characteristics or ecological
features of the land such as
a. Streams, lakes and creeks
b. Landmark significance
c. Historical significance
d. Street name identity
e. The subdivision in which the park property is located
f. Based on the activity, event or function of the park
II. Maybe named for any group or individual who has made exceptional contributions to
the City. Examples of exceptional contributions may include, but are not limited to,
monetary, property, material contributions, service to the City, etc.
III. May be named in honor of deceased local, state or national figure(s)
a. There shall be a waiting period of one or more years prior to the naming of a park
in honor of a deceased local, state or national figure(s).
b. The renaming of a park facility, which has been previously named after an
individual, is prohibited unless compelling circumstances arise whereby
consideration to a change is appropriate.
IV. No park shall be given the same name as an existing school site, or public facility,
except where the sites abut one another.
V. Components or areas within a park or recreation facility may be given a name which is
different than the park or recreation facility. Such components or areas may include (but
are not limited to) gardens, playgrounds, athletic fields, structures, and meeting rooms.
Procedure
Individuals or organizations must complete the Submission Form for Proposed Park and
Recreation Facility Names along with justification to the Community Services Department. The
proposal must include the following:
1. Reason(s) for the proposed name
2. Evidence of community support for the proposed name
3. Petitions, if submitted, must state the intent and include printed names, signatures,
addresses, zip codes and telephone numbers of each signer as proof of residency
The Community Services Department will present all submissions to the Parks and Recreation
Board for review.
1. Review submissions and develop a recommendation to the City Council for approval.
