Item 4C Memo M E M O R A N D U M February 16, 2021 To: Mayor and City Council From: James Brandon, Chief of Police Subject: Approve Resolution No. 21-007 authorizing the acceptance of the 2019 SWAT Equipment Enhancement funds under the 2019 Homeland Security Grant Program; executing an agreement with the Office of the Governor; and authorizing the Emergency Manager to execute the agreement on behalf of the City. Action Requested: The purpose of this item is to seek City Council’s approval of Resolution No. 21-007 authorizing the acceptance of awarded funds under the 2019 Homeland Security Grant Program to purchase night vision equipment for the North Tarrant Regional (NTR) Special Weapons and Tactics (SWAT) Team. ▪ The awarded amount under the 2019 grant is $34,297.25 Background Information: The purpose of the Homeland Security Grant Program (HSGP) is to support national, state, and local efforts to prevent terrorism and other catastrophic events and to prepare for the threats and hazards that pose the greatest security risks. The Southlake Police Department has submitted grant applications to apply for a total of 20 sets of night vision goggles for the NTR SWAT Team which, upon approval, allocates up to $60,000 for this equipment. This provides each member of the SWAT Team with a set of night vision equipment. The Police Department recently received notification from the North Central Texas Council of Governments (NCTCOG) that it will receive funds from a 2019 grant application, which will complete the final allocation of grant monies for which the department applied. Previously, the Department was awarded the following amounts under the Homeland Security Grant Program: ▪ 2018 grant: $13,876.22. ▪ 2020 grant: $11,826.53. Upon Council approval, this brings the total amount awarded to the Department for the years 2018, 2019, and 2020 to $60,000. The purchase of night vision goggles will enhance police response to criminal incidents and acts of terrorism and will assist in building and sustaining the Department’s National Incident Management System (NIMS) resources for the NTR SWAT Team. The NTR SWAT Team provides hazardous operations response for the Cities of Southlake, Keller, Colleyville, Roanoke, and the Town of Trophy Club. Less than half of the SWAT team members currently have night vision equipment, which was purchased with the initial Homeland Security grant money previously awarded. Financial Considerations: Grant funding will be available for dispersal once the resolution receives Council approval. The grant amount awarded in 2019 will allow the Police Department to purchase the remaining night vision equipment necessary to outfit the rest of the SWAT Team. City Council Meeting Date – February 16, 2021 Page 3 of 4 City of Southlake, Texas RESOLUTION NO. 21-007 A RESOLUTION OF THE CITY OF SOUTHLAKE AUTHORIZING THE ACCEPTANCE OF THE 2019 SWAT EQUIPMENT ENHANCEMENT UNDER THE 2019 HOMELAND SECURITY GRANT PROGRAM; EXECUTING AN AGREEMENT WITH THE OFFICE OF THE GOVERNOR; AND AUTHORIZING THE EMERGENCY MANAGER TO EXECUTE THE AGREEMENT ON BE HALF OF THE CITY. WHEREAS the City of Southlake City Council and Mayor finds it in the best interest of the City of Southlake that the 2019 SWAT Equipment Enhancement, Night Vision Equipment, be implemented under the 2019 Homeland Security Grant Program: and WHEREAS, the City Council agrees that in the event of loss or misuse of the Office of the Governor funds, the City Council assures that the funds will be returned to the Office of the Governor in full. WHEREAS, the City Council designates the Emergency Manager as the grantee’s authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. NOW THEREFORE, BE IT RESOLVED BY THE CITY OF SOUTHLAKE, TEXAS, THAT: 1. The City Council of the City of Southlake hereby approves acceptance of awarded funds in the amount of $34,297.25 for 2019 SWAT Equipment Enhancement, Night Vision Equipment. 2. The City Council of the City of Southlake hereby designates the Emergency Manager as the City’s official with the authority to enter into an agreement on behalf of the City regarding the 2019 SWAT Equipment Enhancement, Night Vision Equipment. The City authorizes the Emergency Manager to agree to all understandings and assurances contained in the application. The Emergency Manager is directed and authorized to act in connection with the application and to provide any additional information that may be required. The grant funds and any grant-funded equipment of facilities will be used only for the purposed for which they are intended under the grant. 3. The terms, provisions, and conditions of the 2019 Homeland Security Grant Program will be adhered to. 4. The Emergency Manager is authorized to take those steps necessary to comply with the intent of this Resolution.
