Requested: Reject all bid proposals for the Kirkwood Boulevard Enhancements
project.
Background
Information: This project included improvements along Kirkwood Boulevard from
Dove Road to T.W. King Road. Solicitation of bids for this project
began on September 13, 2020 and sealed bids were received and
opened on October 13, 2020. The 5 bids received for this project are
shown in below bid tabulation:

JB & Co. $ 997,796.70
New World Contracting $ 1,778,802.00
C. Green Scaping $ 1,787,637.00
Joe Funk Construction $ 1,863,125.00
HQS Construction $ 1,918,500.00
The designer-produced Opinion of Probable Construction Cost
(OPCC) of this project was $1,368,411.30 and the majority of the
competitive best value bids came in above the OPCC, which
prevents the ability of the project team to select a best value
contractor.
