A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING FOR SOUTHLAKE CARROLL DRAGONS
HOMECOMING PARADE LOCATED WITHIN SOUTHLAKE TOWN
SQUARE, SOUTHLAKE, TEXAS, AND BEING GENERALLY LOCATED
WITHIN THE AREA BETWEEN EAST SOUTHLAKE BOULEVARD TO
THE SOUTH, STATE HIGHWAY 114 TO THE NORTH AND CARROLL
AVENUE TO THE WEST, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE
APPROVED SITE PLAN ATTACHED HERETO AND INCORPORATED
HEREIN AS EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering for Southlake Carroll Dragons
Homecoming Parade has been requested by a person or corporation having a proprietary interest in
the property zoned as "DT" Downtown District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (36) of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested
and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering for Southlake Carroll Dragons
Homecoming Parade, on property within the City of Southlake, Texas, Southlake Town Square, being
generally located within the area between East Southlake Boulevard to the south, State Highway 114
to the north and Carroll Avenue to the west and being described as Southlake Town Square, an
addition to the City of Southlake, Tarrant County, Texas, more fully and completely described in
Exhibit "A", and as depicted on the approved Site Plan attached hereto and incorporated

herein as Exhibit "B" and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein. The following specific
requirements and special conditions shall be applicable to the granting of this Specific Use Permit:
• Approval granted subject to the staff report for ZA16-059 dated August 9, 2016; noting the
permit is approved for a three-year period (expiration date August 16, 2019).
SECTION 2.
This resolution shall become effective on the date of approval by the City Council
PASSED AND APPROVED THIS 16th DAY OFAUGUST, 2016.

Avenue to the west and being described as Southlake Town Square, an addition to the City of
Southlake, Tarrant County, Texas.

EXHIBIT B
Southlake Carroll Dragon Homecoming Parade
Special Use Permit Request
The SUP is being requested by Carroll Independent School District.
The purpose of the Special Use Permit is to host the Homecoming in partnership with Southiake Town
Square and the City of Southiake.
Prior to 2008 the Homecoming Parade was held in Southlake Town Square. In 2008 the Carroll Senior
High School Student Council made a decision to move the parade to Dragon Stadium to add a
fundraising carnival component and pep rally to the event.Since 2013,the Carroll Homecoming Parade,
Carnival,and Pep Rally have been held in Southlake Town Square,and has been a great community
event,with much positive feedback.
We are asking for approval to renew the SUP to maintain the celebration in Southlake Town Square,
making no logistical changes to the parade route,carnival set-up,and pep rally set-up from the previous
year.
The carnival will give approved High School organizations the opportunity to partner with a business
sponsor to raise funds for the organization (i.e. Belle boosters selling their ViP card, Football selling
trading cards,etc.)in addition to the children's activities(i.e.face painting,games,etc.).Sponsorship
proceeds will benefit the CSHS Student Council and proceeds collected at each individual booth with go
to the individual student organization or booster club.We are looking forward to the opportunity to
continue the tradition in Southlake Town Square and bringing together Dragon Nation to celebrate our
Carroll Dragons.
To accommodate the businesses in town square,we are requesting that street closures are held to a
minimum and are limited to Main Street in front of City Hall and Fountain Place. We respectfully request
that Southlake DPS provides safety during the parade by escorting and managing traffic/intersection
closing during the time of the parade and pep rally.

Event Timeline
This timeline is structured to minimize disruption to businesses and services in Southiake Town Square.

The Homecoming Parade date is a week night prior to Homecoming.The 2016 parade date is
Wednesday,October 19.
Day Prior to Paradq
The parking lot North of the Hilton Hotel is closed at midnight(prior to off duty leaving)for staging of
floats to morning of the parade,beginning at 9 a.m.Staging of parade vehicles will be completed by 4
p.m.
Day of Parade
• Tent/Table/Chair setup in Family Park complete by 10 a.m.(Contracted)
• Vendors/Sponsors/Ciubs arrive to begin setup after 2 p.m.
• Carnival setup complete by 4 p.m.
• Carnival begins at 4:30 p.m.
• Parade begins at 6:30 p.m.(See attached Parade route)
• Pep rally,including presentation of the court,begins immediately following parade.
(Approximately 7:15 p.m.)
• Pep Rally held on Main Street in front of City Hall.Spectator viewing are South of city Hall(See
site map)
• Stage Homecoming Court(With parents)in lobby of City Hall
• At conclusion of Pep Rally present Homecoming Court from lobby on South steps of City Hall
• Announce King&Queen and present from 4th floor balcony
• Event concluded by sundown(approximately 7:45 p.m.);teardown and clean up begins
• Tent company arrives to strike at dose of business 9 p.m.
