John Atwood, 1101 Bear Creek Parkway, Keller came forward.
Chairman Hudson asked what the owner plans to do with the property.
Mr. Atwood stated that the owner would like to build an estate home on 3 acres and sell
off the remaining amount.
Chairman Hudson referenced the letter by Mr. Atwood stating that the sidewalk will be
escrowed until the sidewalk can be built at a future date.
Mr. Atwood stated that the sidewalk would be built during the construction of the house.
Commissioner Springer asked about the construction of the home and the fencing.
Mr. Atwood stated that there are plans for an wrought iron fence around the property
with stone columns.
Chairman Hudson opened and closed the public hearing.
Made a motion to approve ZAl2 -060 but deny the request for the variance. The
sidewalk will be built during the construction of the house. Approval is subject to
Plat Review Summary No. 3, dated September 27, 2012 and Staff Report dated
September 27, 2012.

County, Texas, located at 930 E. Dove Rd., Southlake, Tarrant County, Texas Current
Zoning: SF -1A- Single Family Residential Zoning District. Proposed Zoning: R -PUD —
Residential Planned Unit Development. SPIN Neighborhood #2.
Matt Jones presented CP12 -005 and ZAl2 -083 together.
Kauss Maykus, President of Hat Creek Development at 101 Clariden Ranch Road,
Southlake came forward. Mr. Maykus presented Oak Bend Development showing future
concept plans and landscape for the residential development.
Commissioner Fairchild asked if Mr. Maykus has communicated with any of the
neighbors to the north.
Mr. Maykus stated no. Invitations were sent to them to attend SPIN, but they did not
show up.
Commissioner Fairchild asked what the distance was from the western property line and
the street on northern half.
Mr. Maykus stated that there will be 9.5 feet of right -of -way behind the curb and 25 feet
of landscape area.
Commissioner Parrish asked about the large empty lot to the east of the development.
Mr. Maykus stated it is owned by 2 separate owners. The open space will remain.
Commissioner Fairchild asked about an entry feature.
Mr. Maykus stated that there will be a subdivision sign, but it will not be enclosed and
there will not be a large monument sign. Mr. Maykus would like to keep it simple.

Commissioner Fairchild also asked if the common areas will be sprinkled.
Mr. Maykus stated yes.
Commissioner Springer asked about the west side and the fencing.
Mr. Maykus stated that he would continue the existing cedar fence that is there. Mr.
Maykus added that he is currently communicating with the neighbors to the west
regarding fencing. The fences will be maintained by the HOA.
Commissioner Williamson asked about the sidewalk and /or trail and adding a possible
crosswalk for pedestrians.
Mr. Maykus stated that signage will be posted to illustrate "children at play ".
Commissioner Smith asked about the grade of the lot.
Mr. Maykus stated that there is some grade but nothing steep.
Commissioner Fairchild asked about 2.5 acres of open space to spread over 12
homeowners.
Mr. Maykus stated that the homeowners will take on that cost with HOA dues.
Commissioner Fairchild asked about street lighting and will that cause a problem with
the neighbors.
Mr. Maykus stated that they will be strategically placed.
Steve Anderson added that the lights are placed 300 to 500 feet apart.
Commissioner Springer added that the lighting ordinance will be in place as well.
Chairman Hudson is concerned about the density and asked about reducing the Tots to
10 buildable lots instead of 12 increasing the lot size. Will there be a significant
difference in HOA dues.
Mr. Maykus stated that it would be a significant difference and the 12 lots are the most
economical.
Commissioner Springer asked about the average square footage will be.
Mr. Maykus stated 4,000 square feet with 3 car garage and outdoor kitchen and patio.
Commissioner Parrish asked about the price point for these houses.
Mr. Maykus stated they would start out at $700,000.

Commissioner Parrish likes all the open space.
Commissioner Smith would prefer a better density, but agrees with Commissioner
Parrish that this is the best use and layout for this piece of property.
Chairman Hudson agrees.

Southlake, Tarrant County, Texas. Current Zoning: SF -1A- Single Family Residential
Zoning District. Proposed Zoning: R -PUD — Residential Planned Unit

Curtis Young with Sage Group, Inc. at 1130 N Carroll Ave., Southlake came forward.
Mr. Young wants to make sure the variance regarding the curb is included.
Dennis Killough stated it will be included with the motion and on a RPUD a lesser radius
can be approved.
Steve Anderson added that the center line radius has not been labeled.
Chairman Hudson asked Mr. Young to elaborate for the record.
Mr. Young stated that at the entry they would like to line up with the large tree that they
are trying to save and the radius is less than 200 feet.
Commissioner Parrish wanted Staff to clarify that the radius is good for emergency
vehicles.
Dennis Killough stated that is does meet the fire access standards for emergency
vehicles.
Made a motion to approve ZAl2 -083, subject to the Site Plan Review Summary
No. 2, dated August 26, 2012 and Staff Report dated, September 28, 2012 and
subject to proper signage for the roads per city engineer standards and the

radius of the street has been discussed and the applicant's willingness to work
with the City to make any mitigation that may be required.

Boulevard, Southlake, TX. SPIN Neighborhood # 1.
Matt Jones presented ZAl2 -084.
Bill Bauman representing Metro PCS at 2300 Springmere Dr., Arlington. Mr. Bauman
stated that the network is currently going through and installing back -up generators due
to natural disasters. They have found a need for this on a federal level. The currently
battery does not carry the load that is needed when disaster strikes.
Commissioner Springer asked about the fuel type.
Mr. Bauman stated it was diesel and is contained inside the unit.
Commissioner Springer asked if there were any other generators on site.
Mr. Bauman stated that yes there are but each carrier is responsible for its own. No
sharing.
Commissioner Williamson asked if they start up automatically when needed.
Mr. Bauman stated that they are generally run by a switch in a remote site.
Chairman Hudson asked if it was set up that monitors the batteries.
Mr. Bauman stated yes.
Commissioner Springer asked if there was only one utility with separate meters. If that
is the case, when one goes down they all go down, which could cause a noise problem
with all generators running at once?
Mr. Bauman stated yes and that he will have noise levels available when they go to
council.

Commissioner Springer asked about landscaping and irrigation and asked if someone
patrols the area to keep an eye on the landscape and irrigation system.
Mr. Herman of American Tower, 6303 Meadowedge Rd., Arlington came forward. Mr.
Herman stated yes.
