Scott Simmons with Watermere at 3110 W Southlake Blvd., Southlake, TX 76092 came
forward. Mr. Simmons had nothing to add to staffs presentation but was available to
answer any questions from Commission.

Agenda Item No. 6 - ZAl2 -070, Revised Site Plan for The Hills Church on property
described as Lot 1R1, Brock Addition, City of Southlake, Tarrant County, Texas; and
located at 2417 and 2501 W. Southlake Boulevard, Southlake, Texas. Current Zoning is
"CS" Community Service District. SPIN #11.

Deborah Edmondson, 1730 Tuscan Ridge Circle, Southlake, TX 76092 came forward
representing The Hills Church. Ms. Edmondson gave a brief presentation regarding the
church and its functions with some historical timelines regarding the property. Ms.
Edmondson continued to explain SPIN meetings and additional meetings at the church
to address all issues from surrounding neighbors.
Dan Warfield with Halff at 1201 North Bowser Rd. Richardson explained the drainage
surrounding the property with an addition of a culvert and a flume. All drainage is
contained within the bar ditch. All data was analyzed with a 100 year flood event.
Commissioner Springer asked about why TXDOT denied the curb cut.
Tom Simerly, P.E. with DeShazo Group at 400 South Houston St, Ste. 330, Dallas, TX
75202 came forward. Mr. Simerly explained they were turned down by TXDOT due to

the lack of traffic on a Sunday. However, on Sunday, 60 cars have to make a u -turn on
Southlake Blvd. and cross 3 lanes of road to get to the church.
Ms. Edmondson added that the church plans to have police officers during the Sunday
services to help with traffic.
Chris Hatchet, The Hills Church Pastor at 2501 W Southlake Blvd. Southlake, TX 76092
came forward. Mr. Hatchet expressed his gratitude towards the Commission and spoke
of the church's involvement with the community and the city committees.
Chairman Hudson opened the public hearing and read aloud the Public Comment
Forms. 1) Opposition /Does not wish to speak: Perry and Elvira Vargas at 209 Brock Dr.,
Southlake. 2) Support/Does not wish to speak: Janice Morris at 1414 Cambridge
Crossing, Southlake; Randy Scroggins at 1810 Broken Bend, Westlake; Van Henley at
5514 Lowrie Rd., Colleyville; Paul and Tanya Fisher at 2124 Brentcove Dr., Grapevine;
Debra Wilson at 811 Longford Dr., Southlake.
Sandra Parry at 105 Brock Dr. Southlake, came forward. Ms. Parry expressed her
concern with the traffic and is in opposition of this item.
Wayne Haney at 400 Brock Dr. Southlake, came forward. Mr. Haney stated that he was
concerned with the traffic and the drainage and is in opposition of this item.
Wayne Bengston at 209 Brock Dr. expressed his concern for the amount of traffic not
only on Sundays during service times but during the week with other activities such as
Mother's Day Out. Another concern is the drainage and is in opposition of this item. Mr.
Bengston added that if this item is approved he is requesting that changes need to be
made to the road and the drainage.
Mike Washburn, the Executive Minister of The Hills Church at 5750 Walnut Creek, Fort
Worth came forward to speak in support of this item. Mr. Washburn expressed that the
U -turn that has to be made to attend or leave church is dangerous and a new driveway
is needed.
Jana Meyer at 3140 Peninsula Dr. Southlake came forward. Ms. Meyer is in support of
this item due to the dangers of the road and the turn around that has to be made.
Leroy McCall at 320 Brock Dr. Southlake came forward. Mr. McCall stated that is was in
support and continued to state that the roads are in need of repair and in its current
state is unable to handle the traffic.
Larry Carrell, Business Manager for The Hills Church, at 799 Blue Quail Rd. Keller
came forward. Mr. Carrell expressed his support for this item due to the traffic concern
and the frequent U- turns.
Elvira Vargas at 209 Brock Dr., Southlake came forward. Mrs. Vargas stated that there
is a lot of traffic. On Sunday's there will be police officers, but there will not be any
officers the remainder of the week. During the remainder of the week, there continues to

be a great deal of activity at the church with the same amount of traffic that there is on a
Sunday.
Chairman Hudson closed the public hearing.
Chairman Hudson asked if there was plenty of parking on the site.
Ms. Edmondson stated that there is adequate parking for the services.
Chairman Hudson continued to ask if the overflow spilled out onto Brock.
Ms. Edmondson stated no.
Chairman Hudson asked about offsite parking for special events.
Ms. Edmondson stated no.
Chairman Hudson asked about long term plans for the corner of Southlake Blvd. and
Brock.
Mr. Hatchet stated that there was a long term plan and /or master plan that showed
removal of the house that is currently there, but that changed when The Hills Church
came about. Currently, that house is used as a student house for the high school
students.
Chairman Hudson verified that the use will not change.
Commissioner Parrish asked about how many the auditorium currently seats.
Mr. Hatchet stated 500.
Commissioner Parrish verified that attendance is up to 700.
Mr. Hatchet stated yes, but it is split between 2 services.
Commissioner Forman verified that there are currently 4 entrances and what the typical
pattern of use was.
Mr. Hatchet explained that the first opening to the west is for entrance use and the
second opening is for exit only. The remaining openings are for entrance and /or exit.
The first opening to the west is primarily used.
Commissioner Smith asked if the church had looked at any alternatives such as making
that last entrance, an exit only so that a driver does have enough time to get across to
make the U -turn.
Mr. Hatchet stated no.

Commissioner Smith asked if the church has used any of the police officers yet.
Mr. Hatchet stated no.
Commissioner Smith continued to state that she does not believe Brock Dr. is the
answer. Traffic will only back up on Brock Dr. and people will still need to make a U -turn
to get there.
Mr. Hatchet stated that he believes that the police officers will be able to assist in that.
Commissioner Smith wondered why they couldn't do that now without accessing Brock
Dr.
Chairman Hudson stated that Brock Drive looks like a safer route due to the steep slope
of Southlake Blvd. coming from the west.
Ms. Edmondson agreed with Chairman Hudson.
Chairman Hudson asked if the church had communicated with the police at all and what
their recommendation was.
Tom Simerly came forward and stated that they have talked with the police and their
recommendation is to stop traffic at Brock Dr.
Chairman Hudson asked about the drainage on the west side of the property and does
the west bar ditch end down before the circle.
Mr. Warfield explained that he is not familiar with further south towards the end of the
cul -de -sac. Halff did analysis where the new drive is. The majority of the run off will
bypass the new drive and going to an existing detention facility.
Commissioner Springer asked where the remainder of the run off from the parking lot
goes.
Mr. Warfield stated that any runoff from the site will run to the existing detention facility.
Commissioner Forman asked about the most eastern drive and whether or not it can be
moved.
Gordan Mayer, Deputy Director of Public Works, came forward and explained that it
would not be allowed per TXDOT.
Chairman Hudson re- opened the public hearing.
Mr. Bengsten came forward again with suggestions regarding police assistance and
traffic control. Mr. Bengsten asked to have Chairman Hudson recused from this item
due to his membership at the church.

Commissioner Springer pointed out that traffic would be backed up on any road.
Janice Morris at 1414 Cambridge Crossing, Southlake came forward and stated the
driving practice that is made to enter and exit the church and how unsafe it is.
Sandra Parry came forward again to re -state her previous argument.
Chairman Hudson closed the public hearing.
Commissioner Parrish is in agreement with Commissioner Smith regarding that all
avenues have not been researched. However, the church will continue to grow and the
problem will only get larger. Commissioner Parrish suggested that the church meet with
the police department and address traffic issues.
Commissioner Smith stated that the church can table this item and come back with
more information and Commissioner Smith would like to see pictures of Southlake
Boulevard and the slope that is being referred.
Commissioner Springer brought up that all the homeowners on Brock Dr. have spoken
in complete opposition and the Commission has to take that into account when making
a recommendation to City Council.
The applicant agreed to those items and requested to table ZAl2 -070.

Zoning Commission Meeting.

Mr. Kennemer explained in detail the changes that are being made and why.
The Commissioners agreed among themselves that this is a great plan.

1251, 1275, 1425, 1431, 1435, 1445, 1451 and 1465 E. Southlake Boulevard,
Southlake, Texas. Current Zoning is "S -P -2" Generalized Site Plan District. SPIN #8.

Chairman Hudson verified that this is a 3 year request.
Rachel Vaughan and Kathenne Ratliff at 3102 Maple Avenue, Suite 500 Dallas came
forward to answer any questions the Commission may have.
Commissioner Springer asked if other sources outside of the Shops of Southlake would
be permitted.
Ms. Vaughan stated that it would be limited to the stores located in the Shops of
Southlake only.
Commissioner Smith and Parrish asked about make up dates and specific dates.
Dennis Killough added that it could be made part of the motion.
Ms. Ratliff did not have specific dates in mind however would like to keep it open to Fall.
Chairman Hudson opened the public hearing.
Jane Cravens at 304 Lakeside Ct. Southlake came forward. Ms. Cravens asked about
security and safety issues with children in the parking lot as well as clean up after the
event.

Ms. Ratliff addressed Ms. Craven's issues and would look into having security at the
event.
Chairman Hudson closed the public hearing.
Made a motion to approve ZAl2 -079, noting the applicant's agreement that there will
be nothing in the parking lot, making a note to permit staff to add additional tenants and
the applicant will maintain all pedestrian and handicap access as provided by the City
Ordinance and the approval is granted for 3 years subject to the Staff Report dated
September 14, 2012.

Tarrant County, Texas and located at 2813 & 2815 W. Southlake Blvd., Southlake,
Texas. Current Zoning: 01 — Office District. SPIN Neighborhood #11.

Skip Blake, Blake Architects at 1202 S White Chapel Blvd. Southlake came forward. Mr.
Blake explained the grading of the area and why the variance is needed. Mr. Blake
continued to show the replacement of trees with caliper, species and amount of trees.
Commissioner Springer verified that the trees would be planted at the new elevation.
Mr. Blake stated yes.
Chairman Hudson asked about the trees along Watermere.
Mr. Blake stated that those trees would be lace bark elms.
Chairman Hudson opened and closed the public hearing.
Made a motion to approve the variance to the Tree Preservation Ordinance No.
585, noting the applicant's agreement to add 12 trees and that all the trees that the
applicant will be adding will be at least 4" caliper subject to the Staff Report dated
September 14, 2012.
