29 Baker, Director of Planning and Development Services presented a plaque and a Mayor's
30 proclamation to Darrell Faglie for his work on the Planning and Zoning Commission along with his
31 entire work with numerous boards throughout a 20 year span.

35 Agenda Item No. 4 — Approval of Minutes: Chairman Hudson tabled the minutes for February
36 23, 2012 to the March 22, 2012 meeting due to no quorum.

38 Agenda Item No. 5 — Administrative Comments, Dennis Killough reminded the Commission
39 of the up and coming Water and Sewer meeting. Also, Mr. Killough stated that the applicants for
40 Moayyad Medical Offices (ZAl2 -009) and Tower Plaza (ZAl2 -012) are requesting to be tabled.

99 Chairman Hudson asked Mr. Hamilton to clarify why there were 2 alternatives to the width of the

102 Mr. Hamilton stated that the original width was 24 -ft. After speaking with the Fire Marshall, we
103 came up with 24 -ft. wide and no parking or 28 -ft. wide with parking on one side. Whatever is

104 more accommodating for the city.

106 Chairman Hudson asked if trees or vegetation was part of the decision making.

108 Mr. Hamilton stated that was not part of the decision. Mr. Hamilton felt that 24 -ft. wide would be
109 better, but 28 -ft. would work.

111 Commissioner Springer asked when the drainage flows from the retaining area where does it
112 feed out of it?

114 Mr. Hamilton stated on the top northeast corner area is an inlet ready to accept the water. Once
115 it leaves there, it will flow under Beam Drive and into the retention pond.

117 Commissioner Springer expressed concern about where the drainage will go after the retention
118 pond. There have been drainage issues in that area.

120 Chairman Hudson asked Mr. Hamilton if the inlet currently takes drainage now.

122 Mr. Hamilton stated that it was designed for it.

124 Commissioner Springer asked Mr. Hamilton if the R -O -W will go their way due to the widening
125 of the road or will it go the other way?

127 Mr. Hamilton stated that the R -O -W will go their way. A portion of it will be used for the trail.

129 Commissioner Fairchild asked if the private road will be maintained by an HOA.

131 Mr. Hamilton stated that Westwyck Hills HOA will maintain the open space, but the 3 lots shown
132 will most likely form their own HOA and maintain the drive.

134 Chairman Hudson opened and closed the public hearing.

136 Commissioner Springer stated that the 24 -ft. width would be great if we could enforce the no
137 parking. Otherwise it would be too narrow.

139 Chairman Hudson stated that if parking is allowed, the street will have to be 28 -ft. wide.

141 Commissioner Parrish expressed his concern that at 24 -ft. emergency vehicles would not be
142 able to get through.

144 Commissioner Parrish and Fairchild confirmed that the streets would be striped and signage on
145 the side that parking would not be allowed.

148 3, Block 1, Westwyck Court Addition subject to the revised development plan review
149 summary #3 dated March 8, 2012 with a recommendation to City Council that they adopt the
150 28 -ft. option as opposed to the 24 -ft. option.
